(3) constructing, improving, extending, expanding, upgrading and developing City streets, bridges, <br />sidewalks, intersections and related traffic improvements including purchasing any necessary rights- <br />of-way and equipment and updating street comprehensive plan; (4) constructing, improving, <br />renovating and equipping City park and recreational facilities including constructing and equipping <br />the 5 mile dam soccer complex; (5) constructing, acquiring, improving, renovating and equipping <br />municipal facilities including downtown parking, technology improvements and public facilities <br />comprehensive plan; and (6) the payment of professional services in connection therewith including <br />legal, fiscal and engineering fees and the costs of issuing the certificates of obligation. <br />Section 3.02.
