City Council Meeting Minutes October 20, 2015 <br />Services, provided an update related to the parks improvements. Staff will <br />provide the report weekly related to disturbance complaints at multifamily <br />complexes from the Police Department in the City Manager's Report. Request <br />for the discussion regarding regulating after hour usage and access for public <br />safety during Parks Board meeting. <br />6:00 P <br />V. 30 Minute Citizen Comment Period <br />Edward Sledge, Austin, addressed the council about the Austin "Hands -Free" <br />Ordinance, and that they have passed a new provision that prohibits accessing <br />an electronic device while stopped in traffic and operating a motor vehicle. He <br />would urge the council to pass that prohibition in their ordinance. <br />Kate McCarty, asked the Council for positive consideration on her application <br />for the Planning and Zoning Commission. <br />Lisa Marie Coppoletta, stated that she had done an open records request for <br />Council Member Scott's travel and reimbursement history. She stated that <br />because he had received monies from Highpointe Trace for his campaign that <br />she felt that he should recuse himself from the votes on it. She mentioned the <br />Cape's Camp development and asked if there had been a shovel test yet? She <br />stated that there are significant artifacts there. She mentioned that the dam <br />isn't safe. She also asked why the Council renewed the contract with Texas <br />Aviation Partners when they have failed to bring any new business here in the <br />last 5 years. <br />Shaune Maycock, Blue Skies Aviation, spoke against the management being <br />done by Texas Aviation Partners and their lack of communication with the <br />tenets there. He stated several concerns that he had with the new rules and <br />regulations and minimum standards on topics of waste oil, commercial <br />business, ramp space being public and free, and fly ins. <br />Sara Lee Underwood, addressed the Council as the Blanco Gardens <br />Representative on the Neighborhood Commission, she stated that she has <br />provided a letter into the Police Department asking about Crime Watch and <br />how to make that work in their neighborhood. She would also like to have <br />more Code Enforcement in their neighborhood without people calling in their <br />neighbor. She also mentioned that removing parking on Cape Road would <br />solve a lot of problems. <br />CONSENT AGENDA <br />City of San Marcos Page 2 <br />
