119 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SEPTEMBER 20, 1995 PRESENT: Mayor Kathy M. Morris Mayor Pro-Tem Robert Mooney Council Members Billy G. Moore Ronald K. Hart Fred Guerra Joe B. Cox, Jr. Rick Hernandez City Manager Larry Gilley Assistant City Manager Laura Huffman City Secretary Janis K. Womack City Attorney Mark Taylor Director of Parks and Recreation Rodney Cobb Also Present: Melissa Millecam, William Ford and Scott Maiers. Mayor Morris called the meeting to order at 5:30 p.m. Mayor Morris introduced an Executive Session pursuant to the Government Code, Section 551. 071, to discuss contem~lated litigation and matters where the City Attorney's ethical duty to the City clearly conflicts with Government Code Chapter 551. Mr. Moore moved to adjourn into Executive Session at 5:35 p.m. and Mr. Mooney seconded the motion, which passed unanimously. Mr. Guerra moved to reconvene at 5:50 p.m. and Mr. Moore seconded the motion, which passed unanimously. i Mayor Morris introduced for consideration approval to authorize , legal action regarding management of the Edwards Aquifer. Mr. Guerra moved for the City to intervene in Edwards Underground Water District vs. Allen, Et AI, in order to contest the ongoing authority of the Edwards Underground Water District Board of Directors, and Mr. Moore seconded the motion, which passed unanimously.
