City of San Marcos <br />Water Reuse System <br />Asset Management Plan <br />7 Asset Management Implementation <br />This initial San Marcos Water Reuse System Asset Management Plan (AMP) provides the <br />baseline to implement an advanced asset management program for San Marcos Water reuse <br />System. The existing comprehensive asset inventory provided the initial step to track and <br />manage individual reuse facility and pipeline assets, each with a unique identification number. <br />The attribute data in the existing asset inventories or asset registers were expanded to provide <br />key information to manage each asset over its entire life cycle. Key asset management data <br />including age, useful life, remaining useful life, and replacement costs were recorded for each <br />asset. <br />The initial asset condition assessment relied heavily on San Marcos staff knowledge and <br />experience. LOF, COF, and ROF scores are also largely based on top down or desk top data. <br />A reliance on input from the people who really know the system provided a level of assurance <br />that these initial results can be used to target the higher priority assets for routine monitoring, <br />maintenance inspections and repairs. <br />The work completed for this AMP is an initial step in a process to develop a water reuse system <br />asset management initiative to improve the efficiency and effectiveness of each reuse system <br />asset over its life cycle. Asset management is typically developed over time in a process of <br />continuous improvement. Based on the EPA's 10 steps to implement an asset management <br />process, the initial asset management work accomplished is summarized in Table 7.1 along <br />with a summary of the next steps for asset implementation. Policies and business practices <br />associated with document and information management, asset management information <br />systems, operations and maintenance integration, and strategic decision making will need to be <br />developed to support continued implementation and improvement of the overall asset <br />management process. <br />7.1 Asset Information Management <br />The San Marcos Maximo CMMS is the primary information management system used for the <br />water reuse facility and pipeline assets. The asset inventory in Maximo should be updated to <br />include all reuse system assets with the designated reuse pipeline segments integrated for <br />better management. The additional key attribute data should be added to the Maximo database <br />where applicable.
