<br /> 100 <br />Regular Meeting September 11, 1995 Page 7 <br />Mayor Morris introduced a discussion regarding the flag-shaped lots <br />provision of the Subdivision Ordinance. Mr. Patterson provided the <br />City Council with a memorandum regarding the flag-shaped lots <br />provision. Mr. Patterson stated the suggested changes would give <br />more flexibility. Mayor Morris stated the revisions are reasonable, <br />and Mr. Hart stated they would be an improvement. Mr. Patterson <br />stated this would only apply to a handful of lots, and no variance <br />has been requested. It was consensus of Council to have the changes <br />put in Ordinance form and brought to the Council for consideration. <br />Mayor Morris introduced a discussion regarding the Senior Citizens <br />Study Group/Task Force. A memorandum was provided to the Council <br />with the purpose, tasks, membership, staffing and timeline for the <br />task group. Mr. Moore stated he wants Frank Arredondo and Harvey <br />Miller to lead. the task force, and Mayor Morris stated the task <br />force needs to decide this matter. Judy Brackett advised the <br />Council of a new seniors group in town and stated they need to be <br />represented on the task force. The Council will begin making <br />appointments to the task force in the near future. <br />Mayor Morris introduced the City Manager's Report. Mr. Gilley had <br />no report at this meeting. <br /> . <br />Mayor Morris introduced the City Attorney's Report. Mr. Taylor. had <br />no report at this meeting. <br /> - <br />Mayor Morris introduced the City Council's Report. (1) Mayor Morris <br />has been in communication with the Confederate Air Force regarding <br />some of the problems they had with the Air Show this year. Most of <br />the problems were City traffic related. It was consensus of Council <br />to have Mr. Gilley work with Mr. Lux regarding the traffic problems. <br />(2) Chuck Anderson has made a request to the City to change the <br />parking in front of his business to one hour. It was consensus of <br />Council to leave the parking time as'is. <br />Mr. Moore stated he has an amendment regarding Item 9.B. considered <br />earlier on the agenda, approval of an Ordinance on second reading, <br />he would like the Council to consider. The caption of the Ordinance <br />reads as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING ORDINANCE 1994-42 TO REVISE SEWER SuRCHARGE <br /> RATES¡ INCLUDING PROCEDURAL PROVISIONS¡ PROVIDING FOR PENALTIES <br /> AND DECLARING AN EFFECTIVE DATE. <br />Mayor Morris stated there needs to be a motion to reconsider the <br />Ordinance. Mr. Hernandez moved to reconsider the Ordinance and Mr. <br />Guerra seconded the motion. On roll call the following vote was <br />recorded: <br /> AYE: Moore, Hart, Morris, Guerra, Cox, Hernandez. <br /> NAY: Mooney. <br />ABSTAIN: None. <br />Mr. Moore moved to approve the Ordinance on second reading and Mr. <br />Hernandez seconded the motion. Mr. Moore moved to amend the <br />Ordinance in Section 1 to read as follows, " (1) Surcharge <br />rate: COD ( mq /1) Rate <br /> 350-500 5 cents/lb. <br /> 501-600 10 cents/lb. <br /> 601 and above 20 cents/lb. " <br /> ., <br />and in Section 2 to read as follows, "That the charging of sewer <br />surcharge fees will begin on October 5, 1995, or 10 days after the <br />date of passage of this ordinance," and Mr. Guerra seconded the <br />amendment. On roll call for the amendment, the following vote was <br />recorded: <br />
