<br />74 <br /> <br /> <br />Regular Meeting August 28, 1995 Page 2 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING EXHIBIT B TO SECTION 30-35 OF THE SAN MARCOS <br />CODE OF ORDINANCES TO INCREASE SEWER RATES; INCLUDING <br />PROCEDURAL PROVISIONS; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Morris opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Morris closed the public hearing. Mr. <br />Cox moved for approval of the Ordinance on first reading and Mr. -- <br />Moore seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING SECTION 31-3 OF THE SAN MARCOS CODE OF <br />ORDINANCES TO ALLOW AN ADDITIONAL MEMBER OF THE AIRPORT <br />COMMISSION TO RESIDE OUTSIDE THE CITY; INCLUDING PROCEDURAL <br />PROVISIONS AND DECLARING AN EMERGENCY. <br /> <br />There were only four Council Members present at the time of the <br />vote, so Mr. Moore moved for approval of the Ordinance on first <br />reading rather than on emergency and Mr. Hart seconded the motion, <br />which passed unanimously. The Council directed this Ordinance be <br />placed on the September 5 agenda. ~ <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING ARTICLE II, SECTION B OF THE CITY SUBDIVISION <br />ORDINANCE TO DEFINE MINOR PLATS AND TO PROVIDE REVIEW AND <br />APPROVAL PROCEDURES FOR MINOR PLATS; DELEGATING AUTHORITY TO <br />THE PLANNING AND DEVELOPMENT SERVICES DEPARTMENT DIRECTOR TO <br />APPROVE CERTAIN MINOR PLATS; INCLUDING PROCEDURAL REVISIONS AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Moore moved for approval of the Ordinance on first reading and <br />Mr. Cox seconded the motion. On roll call the following vote was <br />recorded: <br /> <br />AYE: Moore, Hart, Morris, Cox. <br /> <br />NAY: None. <br /> <br />ABSTAIN: Guerra (Mr. Guerra present at 7:49 p.m.). <br /> <br />Mayor Morris introduced for consideration approval of the minutes of <br />the Regular Meeting held August 14, 1995, adoption of an Ordinance <br />on third and final reading, adoption of five Resolutions and <br />approval of an expenditure in the amount of $1,570.00 from the <br />FY94-95 Tourist Account for the purchase of promotional items to <br />promote tourism to San Marcos (weepuls, t-shirts) on consensus. Mr. <br />Moore moved for approval of the minutes of the Regular Meeting held <br />August 14, 1995, adoption of the Ordinance on third and final <br />reading, adoption of the five Resolutions and approval of the <br />expenditure in the amount of $1,570.00 from the FY94-95 Tourist <br />Account for the purchase of promotional items on consensus and Mr. I <br />Cox seconded the motion, which passed unanimously. See Insert - <br />August 28, 1995 for the captions of the Ordinance and Resolutions. <br /> <br />Mayor Morris introduced the City Manager's Report. (1) Mr. Gilley ~ <br />advised the City Council he recently went on a trip to Monterrey, <br />Mexico and then visited our informal Sister City, Santiago. Mr. <br />Gilley stated he was most impressed with this community. They were <br />gracious hosts, and he toured the municipality from 9:00 a.m. to <br />10:30 p.m. They would like the City Council to tour their City, and <br />Mr. Gilley thought it would be beneficial to our community. If the <br />Council wants to go, Mr. Gilley stated he would make the necessary <br />arrangements. (2) Mr. Gilley advised the Council the Rio Vista Dam <br />purchase closed this date. <br /> <br />Mayor Morris introduced the City Attorney's Report.
