RESOLUTION NO. 2016-38R <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS AUTHORIZING THE CITY MANAGER OR HIS <br /> DESIGNEE TO APPLY FOR HOMELAND SECURITY GRANTS FOR <br /> RADIO INTEROPERABILITY AND HAZARDOUS MATERIALS <br /> MONITOR SUPPORT; AUTHORIZING THE CITY MANAGER OR HIS <br /> DESIGNEE TO ACCEPT THE GRANTS, IF AWARDED, AND TO <br /> EXECUTE ALL CONTRACTS AND DOCUMENTS AS NECESSARY TO <br /> IMPLEMENT THE GRANTS; AND DECLARING AN EFFECTIVE <br /> DATE. <br /> RECITALS: <br /> 1. The City of San Marcos is a lead agency in the Capital Area Regional Response <br /> Plan providing a chemical, biological, radiological, nuclear and explosive (CBRNE) hazardous <br /> materials response capability and a regional law enforcement component. The city has <br /> participated in this regional response concept since 2003. <br /> 2. The City, along with Hays County, has received numerous grants and equipment <br /> disbursements in order to from, maintain and operate a CBRNE/All Hazards Task Force. This <br /> capability allows our organization to increase readiness not only to manmade, but natural born <br /> emergency events. <br /> 3. In order to sustain and enhance such existing systems and capabilities, the City <br /> seeks to apply for Homeland Security grant funding for the 700 MHz Emergency Radio Overlay <br /> and the CBRNE/HAZMAT Monitor Maintenance. <br /> 4. The City of San Marcos, already participates in matching funding and no extra <br /> funds are required for these grant applications. <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS: <br /> PART 1. The City Manager or his designee is authorized to submit applications for <br /> Homeland Security grant funds for the 700 MHz Emergency Radio Overlay and the <br /> CBRNE/HAZMAT Monitor Maintenance. <br /> PART 2. The City Manager or his designee is authorized to accept the grants, if <br /> awarded, and to execute all contracts and documents with the awarding agency and any <br /> participating entities as necessary and appropriate for implementation of the grants. <br /> PART 3. This Resolution shall be in full force and effect immediately from and <br /> after its passage. <br />
