City Council Meeting Minutes March 11,2016 <br /> Woodlands of San Marcos, L.L.C. to allow balcony improvements to encroach within a <br /> public drainage easement at 650 River Road; authorizing the City Manager to execute <br /> the license to encroach agreement on behalf of the City; and declaring an effective <br /> date. <br /> 22. Resolution 2016-35R approving an agreement in the amount of $292,000.00 to <br /> sponsor an event at the San Marcos Regional Airport in October of 2016. <br /> 23. Resolution 2016-36R approving the appointment of the law firm of Davidson, <br /> Troilo, Ream & Garza as special counsel to advise the Ethics Review Commission as <br /> it considers a request from Council Member Scott Gregson for an Ethics Advisory <br /> Opinion; and declaring an effective date. <br /> 24. Resolution 2016-37R, approving the payment of legal fees and expenses incurred <br /> by Council Member Scott Gregson in connection with his request to the San Marcos <br /> Ethics Review Commission for an advisory opinion regarding his eligibility to vote on <br /> matters pertaining to implementation of the downtown master plan; and declaring an <br /> effective date. <br /> 25. Appointment(s)to fill vacancies on the following Boards/Commissions: <br /> Airport Advisory Board <br /> Economic Development Board <br /> Historic Preservation Commission <br /> 26. Presentation regarding implementation of the City of San Marcos Business <br /> Improvement and Growth (BIG) Program. <br /> The Council discussed and asked questions regarding items on the agenda for <br /> March 15, 2016 Regular City Council Meeting. The Council directed Staff on <br /> the following items: <br /> Item #6- broaden langauge to allow the Council to make any necessary <br /> changes. <br /> Item #8- delete the word "lease". This is a purchase and not a lease-purchase. <br /> Item #9- Pushed to April 5th and Staff will also bring back a discussion <br /> allowing the Council to discuss the use of the Mermaid image in San Marcos. <br /> Item #16 - Staff informed the Council that the applicant had requested the item <br /> be pushed to the April 19th Meeting. <br /> Item #22 -Amend to add the ability for the Council to appoint a subcommittee. <br /> Item #23 - Council provided consensus to set the cap at $5,000. <br /> Ill. Question and Answer Session with Press and Public. <br /> Jason Montgomery, 817 Bracewood, asked the Council why hasn't the Airport <br /> Advisry Board been involved with the proposed airshow event request? He <br /> also stated that he would like to see a female on the board to have more <br /> diversity.
