City Council Meeting Minutes - Final April 5, 2016 <br />and addition of Article 7 of the San Marcos City Code governing Vehicles for Hire by <br />modifying inspection and application requirements, requiring parking areas for private <br />bus systems and shuttles, and creating operational permits; further amending said <br />Chapter 90 by adding Article 7 that establishes regulations for Ground Transportation <br />Services, and provide direction to Staff. <br />Ken Bell, Fire Marshall, provided the Council with a brief presentation. <br />Direction provided to exclude all CARTS system buses. Staff was also directed <br />to bring back a discussion on May 3rd with First reading on May 17th and <br />second reading on June 7. <br />29. Hold discussion regarding the Airport Advisory Board Ordinance, and provide direction <br />to Staff. <br />Jamie Lee Pettijohn, City Clerk, provided the Council with an overview of this <br />ordinance. Following discussion the Council directed Staff to bring back the <br />ordinance for second reading on April 19th with the following changes: <br />Establish the number of members at 5, at least two of the voting members of <br />the board must be residents of the city, three members may be either residents <br />or nonresidents of the city. All voting members of the board must either own <br />an aircraft based on the field or represent a company that owns an aircraft <br />based on the field or be owners or representatives of commercial businesses or <br />organizations operating on the field. In addition to the five voting members on <br />the board, there shall be five non - voting stakeholder members selected by the <br />airport manager. Appointments will be on May 3rd. <br />30. Hold discussion regarding the FY 2016 -17 Budget Policy Statement, and provide <br />direction to Staff. <br />A motion was made by Mayor Guerrero, seconded by Deputy Mayor Pro Tem <br />Prewitt, that this Discussion Item be postponed until the Council's workshop <br />on April 11, 2016. The motion carried by the following vote: <br />For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Council Member Prather, Deputy <br />Mayor Pro Tem Prewitt, Council Member Hughson, Council Member Derrick and <br />Council Member Gregson <br />Against: 0 <br />VI.
