City Council Meeting Minutes April 5, 2016 <br />clause; providing for the repeal of any conflicting provisions; and providing an effective <br />date. <br />Main Motion: a motion was made by Deputy Mayor Pro Tem Prewitt, <br />seconded by Council Member Derrick to approve Ordinance 2016 -09, on the <br />first of two readings. <br />Motion to Amend: a motion was made by Council Member Gregson, seconded <br />by Council Member Hughson, to amend Ordinance 2016 -09 by adding the <br />word "declared" the section now reads as follows: 305.3.1 "Owners or <br />managers of rentals properties identified by damage assessment teams to have <br />been flooded in any declared emergency or declared disaster related to any <br />flood event must disinfect or cause disinfection of all interior surfaces used for <br />habitation. Disinfection must be performed before re- occupancy is allowed <br />inside the habitation or residence following a flood event." The motion carried <br />by the following vote: <br />For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Council Member Prather, Deputy <br />Mayor Pro Tem Prewitt, Council Member Hughson, Council Member Derrick and <br />Council Member Gregson <br />Against: 0 <br />Main Motion: to approve Ordinance 2016 -09, on the first of two readings, as <br />amended. Consider approval of Resolution 2016 -48R directing publication of Notice of Intention <br />to issue Certificates of Obligation in the amount of approximately $48,900,000.00 for <br />constructing, improving, extending, expanding, upgrading and developing City Streets, <br />Bridges, Sidewalks, Parking, related Traffic Improvements and Transportation <br />Facilities including purchasing any necessary Rights -Of -Way and Equipment; <br />constructing, improving and extending the City's Electric Utility System; acquiring, <br />constructing, designing, equipping and renovating City Park Facilities and Buildings; <br />constructing and improving the City's Drainage Facilities; constructing, improving and <br />extending the City's Water and Waste Water System; constructing and improving the <br />City's Airport; acquiring, constructing, designing, equipping and renovating Public <br />Safety Improvements, including relocation of Fire Stations; and other matters related <br />thereto. <br />Main Motion: A motion was made by Mayor Pro -Tem Thomaides, seconded by <br />Deputy Mayor Pro Tem Prewitt, that Resolution 2016 -48R be approved. <br />Motion to Amend: A motion was made by Mayor Pro -Tem Thomaides, <br />City of San Marcos Page 8 <br />
