Main Motion: a motion was made by Deputy Mayor Pro Tem Prewitt, seconded by Council Member Derrick to approve Ordinance 2016 -09, on the first of two readings. Motion to Amend: a motion was made by Council Member Gregson, seconded by Council Member Hughson, to amend Ordinance 2016 -09 by adding the word "declared" the section now reads as follows: 305.3.1 "Owners or managers of rentals properties identified by damage assessment teams to have been flooded in any declared emergency or declared disaster related to any flood event must disinfect or cause disinfection of all interior surfaces used for habitation. Disinfection must be performed before re- occupancy is allowed inside the habitation or residence following a flood event." The motion carried by the following vote: For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Council Member Prather, Deputy Mayor Pro Tem Prewitt, Council Member Hughson, Council Member Derrick and Council Member Gregson Against: 0 Main Motion: to approve Ordinance 2016 -09, on the first of two readings, as amended. The motion carried by the following vote: For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Council Member Prather, Deputy Mayor Pro Tem Prewitt, Council Member Hughson, Council Member Derrick and Council Member Gregson Against: 0 23. Consider approval of Resolution 2016 -48R directing publication of Notice of Intention to issue Certificates of Obligation in the amount of approximately $48,900,000.00 for constructing, improving, extending, expanding, upgrading and developing City Streets, Bridges, Sidewalks, Parking, related Traffic Improvements and Transportation Facilities including purchasing any necessary Rights -Of -Way and Equipment; constructing, improving and extending the City's Electric Utility System; acquiring, constructing, designing, equipping and renovating City Park Facilities and Buildings; constructing and improving the City's Drainage Facilities; constructing, improving and extending the City's Water and Waste Water System; constructing and improving the City's Airport; acquiring, constructing, designing, equipping and renovating Public Safety Improvements, including relocation of Fire Stations; and other matters related thereto.
