City Council Meeting Minutes April 15, 2016 <br />notification to prospective tenants in flood zone areas; providing a savings clause; <br />providing for the repeal of any conflicting provisions; and providing an effective date. <br />7. Ordinance 2016 -09, on the second of two readings, amending Chapter 14, Article 8 <br />of the San Marcos City Code creating local amendments to the 2015 International <br />Property Maintenance Code by adding sections 305.3.1 and 305.3.2 regarding <br />disinfection of premises following flood events; providing a savings clause; providing <br />for the repeal of any conflicting provisions; and providing an effective date. <br />8. Resolution 2016 -52R directing City Staff to record a Memorandum in the Real <br />Property Records stating that it is a violation of the San Marcos City Code to use or <br />allow a dwelling unit to be used for occupancy by more than two unrelated persons <br />within the SF -4.5, SF -6, SF -11, DR, TH, or PH -ZL Zoning Districts; and providing an <br />effective date <br />9. Resolution 2016 -53R approving a Memorandum of Understanding between the City <br />of San Marcos and the Hays County Public Health Department relating to the Center <br />for Disease Control's Strategic National Stockpile wherein the City agrees to operate a <br />closed point of distribution in the event of a public health emergency; authorizing the <br />city manager to execute the agreement; and providing an effective date. <br />10. Resolution 2016 -54R, approving a Vehicle Titling Addendum which amends the <br />Lease - Purchase agreement between the City and U.S. Bancorp Government Leasing <br />and Finance, Inc., to add the lease- purchase of eighteen 2016 Ford Interceptor Utility <br />Vehicles for the Police Department in the total amount of $488,868.36 inclusive of <br />financing costs; authorizing the City Manager or his designee to execute all <br />appropriate documents associated with this transaction; and declaring an effective <br />date. <br />11. Resolution 2016 -55R, approving the purchase of twenty -one 2016 Ford <br />Interceptor Utility Vehicles for the Police Department from Silsbee Ford through the <br />Texas Comptroller of Public Account's Smartbuy Contract System for trucks <br />(#072 -A1) in the total amount of $558,222.00; ratifying the City Manager's execution <br />of the appropriate purchasing documents on behalf of the City and declaring an <br />effective date. <br />12. Resolution 2016 -56R, approving an amendment to the amended and restated <br />water utility agreement with Carma Blanco Vista, Ltd. approved by Resolution No. <br />2007 -161 R for purposes of adjusting the number of water service units to be reserved <br />and the impact fees to be collected; authorizing the city manager to execute this <br />amendment on behalf of the city; and declaring an effective date. <br />13. Change in Service No. 1 with Byrn & Associates, Inc., for surveying services on <br />the Professional Surveying and Related Services Projects Contract in a not to exceed <br />amount of $100,000.00. <br />City of San Marcos Page 2 <br />
