City Council Meeting Minutes April 19, 2016 <br />For: 6 - Mayor Guerrero, Mayor Pro-Tem Thomaides, Council Member Prather, Deputy <br />Mayor Pro Tern Prewitt, Council Member Hughson and Council Member Gregson <br />Against: 0 <br />Absent: 1 - Council Member Derrick <br />Motion to Amend: A motion was made by Council Member Gregson, <br />seconded by Deputy Mayor Pro Tem Prewitt, that Ordinance 2016 -10 be <br />amended by replacing "P" with "C" next to "Auto Muffler Shop" and "Auto <br />Repair General ". The motion carried by the following vote: <br />For: 6 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Council Member Prather, Deputy <br />Mayor Pro Tern Prewitt, Council Member Hughson and Council Member Gregson <br />Against: 0 <br />Absent: 1 - Council Member Derrick <br />Main Motion: A motion was made that Ordinance 2016 -10 be approved as <br />amended with Staff recommendations of amending Exhibit "D ", Land Use <br />Matrix, to show the use of "Travel Trailers/RVs (short term stays) as a <br />Conditional Use. The motion carried by the following vote: <br />For: 6 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Council Member Prather, Deputy <br />Mayor Pro Tern Prewitt, Council Member Hughson and Council Member Gregson <br />Against: 0 <br />Absent: 1 - Council Member Derrick <br />15. TOOPM Receive a Staff presentation and hold a Public Hearing to receive comments <br />for or against Ordinance 2016 -11 amending various sections of the Land <br />Development Code as follows: amending Section 2.1.1.1 to clarify what standards <br />from Chapter 6 apply in the Extraterritorial Jurisdiction of the City; amending the Land <br />Use Matrix in Section 4.3.1.2 to make hospitals a permitted use in areas zoned as (P) <br />Public and Institutional Districts and to add Senior Housing Community as a new land <br />use under the Residential Uses Section of the Matrix; amending Section 6.2.1.2 to <br />add Minimum Off - Street Parking Requirements for Senior Housing Communities; and <br />amending Chapter 8, Article 2, to add a new definition for Senior Housing Community; <br />providing a savings clause; providing for the repeal of any conflicting provisions; and <br />providing an effective date; and consider approval of Ordinance 2016 -11, on the first <br />of two readings. <br />Shannon Mattingly, Director of Development Services, provided the Council <br />with a brief presentation <br />Mayor Guerrero opened the Public Hearing at 10:09 p.m. <br />There being no comments, Mayor Guerrero closed the Public Hearing at 10:09 <br />p.m. <br />City of San Marcos Page 7 <br />
