Exhibit A
Executive Summary — Caoex March 1s 2016
The objective of this project is to rework the City of San Marcos TV channel and production facilities to improve delivery
of content to the citizens of the city. Each of the main segments of the project is discussed below:
COUNCIL CHAMBER:
Production Systems:
Install six HD Pan -Tilt-Zoom cameras in the room, situated to give the best coverage possible. These cameras
will be controlled from the VDESK system in the control room using both a joystick and pre - configured presets.
Presentation Systems:
For overflow audiences, the display in the foyer will be fed the HDMI output of the VDESK as a secondary
input. The existing presentation system will be retained and fed into the new VDESK system.
Voting Systems:
A 10 -seat capable voting system will be installed with voting panels for the members of the City Council — the
results will be displayed on one of the existing 40' displays over the entrance and on a new 46' display to be
mounted for audience viewing. Compact PC systems will be used for the displays and will communicate via Wr-
Fi. The voting system will appear as a separate input on the VDESK.
CONTROL ROOM:
Production Systems:
The RUSHWORKS VDESK system will control the cameras and let operators easily add titles and other
graphics. A live signal can be sent to the A-LIST via an SDI video router. All equipment will be located in
existing equipment racks in the Control Room. Monitoring and control of the system will reside in the racks to
keep the work surface as Gear as possible.
Audio Systems:
Channel playback audio systems will be integrated into the new playback and production automation systems.
No changes will be made to the chamber audio systems.
Playback Automation Systems:
The RUSHWORKS A -LIST system will play both full- screen video and zoned graphics with background audio.
This system supports pass -through of HD video from the VDESK to air. You can also select other input sources
if desired. A -LIST will deliver an Adobe Flash stream of the channel output to the City IT department for use on
the City website.
All video sources will be sent through a video router, allowing easy expansion of the system and bypassing of
equipment if needed. The REMO portable system will be available as a live input using the City's internal
network.
A multi- viewer device will be installed to allow easy monitoring of all sources and easy verification of audio. An
SDI to analog down - converter will be installed to take the new HD signal and deliver it to cable providers as an
analog SD signal.
PORTABLE SYSTEMS:
Production system:
The RUSHWORKS REMO system provides all the features of the VDESK system in a portable package. Three
HD Pan -Tilt -Zoom cameras are included with a carrying case, tripods and 100' cables. This also includes a
remote live delivery component to allow delivery of the signal to the Cable Head -End at City Hall for live
broadcast. The system is also capable of delivering an Adobe Flash stream for internal use or other delivery
needs.
Audio system:
The portable audio solution is designed with four wireless microphones and a patch panel for the inclusion of
wired microphones. Audio mixing will be handled by an 8 -input auto mixer.
INSTALLATION AND TRAINING:
The Installation of this system is estimated to take approximately one week, with training to be done
concurrently as systems are completed. The final day of installation will be set aside for customer training and
cleanup.
12
RUSHWORKSI City of San Marcos Systems Upgrade, Installation and Integration Agreement
