City Council Meeting Minutes March 1,2016 <br /> For: 7- Mayor Guerrero, Mayor Pro-Tern Thomaides, Council Member Prather, Deputy <br /> Mayor Pro Tern Prewitt, Council Member Hughson, Council Member Derrick and <br /> Council Member Gregson <br /> Against: 0 <br /> 8. Consider approval of Resolution 2016-25R adopting Guiding Principles for the 2016 <br /> City of San Marcos Federal Program Activities; and declaring an effective date <br /> Main Motion: A motion was made by Council Member Gregson, seconded by <br /> Council Member Prewitt, to approve Resolution 2016-26R. <br /> Motion to amend: A motion was made by Council Member Gregson, seconded <br /> by Council Member Hughson, to amend Resolution 2016-26R by inserting the <br /> following language under Transportation: "Support efforts related to the <br /> further development of efficient and economical mass transit options in the <br /> Austin—San Antonio Corridor." The motion carried by the following vote: <br /> For: 7- Mayor Guerrero, Mayor Pro-Tern Thomaides, Council Member Prather, Deputy <br /> Mayor Pro Tem Prewitt, Council Member Hughson, Council Member Derrick and <br /> Council Member Gregson <br /> Against: 0 <br /> Main Motion: to approve Resolution 2016-26R, as amended. The motion <br /> carried by the following vote: <br /> For: 7- Mayor Guerrero, Mayor Pro-Tern Thomaides, Council Member Prather, Deputy <br /> Mayor Pro Tern Prewitt, Council Member Hughson, Council Member Derrick and <br /> Council Member Gregson <br /> Against: 0 <br /> 9. Consider, by motion, approval of two way traffic implementation on Guadalupe and <br /> LBJ, and parking orientation, and provide direction to Staff. <br /> This item was pulled up and considered earlier in the agenda after Item #1 was <br /> determined to be unnecessary. <br /> A motion was made by Mayor Pro-Tem Thomaides, seconded by Mayor <br /> Guerrero, that this Item be postponed to a future meeting after the Ethics <br /> Review Commission has provided an advisory opinion requested by Council <br /> Member Gregson. The motion carried by the following vote: <br /> For: 7- Mayor Guerrero, Mayor Pro-Tem Thomaides, Council Member Prather, Deputy <br /> Mayor Pro Tern Prewitt, Council Member Hughson, Council Member Derrick and <br /> Council Member Gregson <br /> Against: 0 <br /> 10. Consider approval, by motion, authorizing the City Manager to waive fees and certain <br /> development standards for the next 90 days for properties subject to an approved out <br /> City of San Marcos Page 5 <br />
