Director means the di:?etof of e dep^ftmen4 of environment and <br />executive director of the department of <br />public services, the director of engineering or their designees. <br />Drainage system means the drainage owned or controlled in whole or in <br />part by the city, including the portions of the Blanco River and San Marcos River <br />within the service area, and dedicated to the service of benefitted property, <br />including provisions for additions to the system. The drainage system is also <br />known as a municipal separate storm sewer system, or MS4, meaning that the <br />storm sewers are a separate system not connected with the sanitary sewer system. <br />SECTION 4. Chapter 86, Article 8 is hereby amended by adding a new Division 2, <br />entitled "Municipal Separate Storm Sewer System (MS4) to read as follows: <br />DIVISION 2. - MUNICIPAL SEPARATE STORM SEWER SYSTEM (MS4) <br />Section 86.521. Short title. <br />This Division will be known and may be cited as the "San Marcos MS4 <br />Ordinance." <br />Sec. 86.522. Intent and Purpose. <br />This Division establishes methods for controlling the introduction of <br />pollutants into the municipal separate storm sewer system (MS4) of the City of <br />San Marcos in order to comply with requirements of the Texas Pollutant <br />Discharge Elimination System (TPDES) permit process. The obiectives of this <br />Division are: <br />To regulate pollutants from stormwater discharges into and from <br />the MS4; <br />To prohibit illicit connections and discharges to the MS4; <br />To control the discharge of spills and prohibit dumping or disposal <br />of materials other than stormwater into the MS4; <br />To enforce compliance with the permittee's ordinances permits <br />contracts, or orders; <br />To require installation, implementation, and maintenance of <br />control measures; <br />f!Q To collect and receive information, such as stormwater plans <br />inspection reports, and other information deemed necessary to <br />assess compliance with this permit from operators of construction <br />
