WHEREAS. the City Ordinance 199]-53, hereafter termed the Sewer Surcharge Ordi- <br />nance, signed and promulgated into law on April 26. 1993 imposes an onerous burden on com- <br />mercial. governmental and institutional entities operating within the City of San Marc.os and, <br /> <br />~~, WHEREAS. serious discrepancies in enforcement exist when the second most heavily sur- <br />charged business in the City is a taco stand having three tables and open only five hours per day <br />while much a much larger institution of higher learning suffers no surcharge and, <br /> <br />WHEREAS, any business or commercial entity. nonprofit organization, cducational or institu- <br />tional entity; any entity othcr than a household; is subject to the burdens of the Sewer Surcharge <br />Ordinance, <br /> <br />WE PETITION, the Mayor and City Council of the City of San Marcos.
