<br />Mayor Morris introduced receiving the city Manager's proposed
<br />1994-1995 Budget, setting the formal public hearing date and
<br />directing the city Secretary to publish notice and budget summaries.
<br />Mr. Gilley provided the council with copies of the detailed budget
<br />and budget summaries. Mr. Gilley presented a proposed budget of
<br />$49,487,373.00, a 6.39% increase over last year's budget~ He stated
<br />the proposed property tax rate would be the same as last year's, and
<br />a proposed 8% increase in the water/wastewater rate. Mr. Hernandez
<br />moved to set the formal public hearing for Monday, August 8, 1994 at
<br />7:30 p.m. and directed the city Secretary to publish the notice and
<br />budget summaries and Mr. Cox seconded the motion, which passed
<br />unanimously.
<br />Mayor Morris introduced for consideration approval of an Ordinance
<br />on first rea~~ng, the caption which was read as follows:
<br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS,
<br /> TEXAS, AMENDING SECTION 5-3 OF CHAPTER 5, BUILDING
<br /> CONSTRUCTION AND RELATED ACTIVITIES, OF THE SAN MARCOS CODE OF
<br /> ORDINANCES TO REVISE SECTION 3208 OF THE STANDARD BUILDING CODE
<br /> REGARDING THE USE OF WOOD SHINGLES AND SHAKES AS ROOFING
<br /> MATERIALS; PROVIDING FOR SEVERABILITY; REPEALING ALL
<br /> CONFLICTING ORDINANCES; PROVIDING A PENALTY; PROVIDING FOR
<br /> PUBLICATION AND PROVIDING AN EFFECTIVE DATE.
<br />Mr. Hart moved for approval of the Ordinance on first reading and
<br />Mr. Mooney seconded the motion, which passed unanimously.
<br />Mayor Morris introduced for consideration reconsideration of a
<br />Zoning Ordinance. The Council did not wish to reconsider the
<br />Ordinance. The caption of the Ordinance reads as follows:
<br /> AN ORDINANÇE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS,
<br /> TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING
<br /> LOT 12, BLOCK 1 OF THE FAIRLAWN ADDITION, LOCATED AT 1901 PECAN
<br /> STREET, FROM "R-1" (SINGLE-FAMILY DWELLING DISTRICT [LOW
<br /> DENSITY]) TO "MR" (MOBILE HOME AND RESIDENTIAL DISTRICT) AND
<br /> DECLARING AN EFFECTIVE DATE.
<br />Mayor Morris introduced for consideration approval of minutes of the
<br />special Meeting held June 22, 1994, the Regular Meeting held June
<br />27, 1994, approval of two Ordinances on second reading, adoption of
<br />two Ordinances on third and final reading, adoption of four
<br />Resolutions; and approval to allow First Southwest company to bid on
<br />the $5,300,000.00 city of San Marcos, Texas General obligation
<br />Bonds, Series 1994, and the $1,000,000.00 city of San Marcos, Texas
<br />Waterworks and Sewer System Revenue Bonds, Series 1994 on consensus.
<br />The council removed Items S.C. (1), adoption of Ordinance on third
<br />and final reading, and 8. D. (3), adoption of a Resolution, to be
<br />considered separately. Mr. Cox moved for approval of the minutes of
<br />the special Meeting held June 22, 1994 (Mr. Hart abstaining) and
<br />Regular Meeting held June 27, 1994 (Mr. Hernandez abstaining),
<br />approval of the two Ordinances on second reading, adoption of the
<br />remaining Ordinance on third and final reading (Mr. Hart abstaining
<br />from 8.C.[2]), adoption of the remaining three Resolutions and
<br />approval to allow First Southwest company to bid on the
<br />above-referenced Bonds on consensus and Mr. Hart seconded the
<br />motion, which passed unanimously. The captions of the Ordinances
<br />and Resolutions read as follows:

<br /> TEXAS, CHANGING THE NAME OF HAYS STREET AND HAYS COUNTY ROAD
<br /> 299 TO CAPE ROAD BETWEEN HIGHWAY 123 AND RIVER ROAD; PROVIDING
<br /> FOR PUBLICATION AND DECLARING AN EFFECTIVE DATE.
