Mayor Morris called the meeting to order at 7:30 p.m. Mayor Morris introduced the ten-minute citizen comment period with the City Council. (1) Dr. John Gervais introduced himself as the new incubator manager for the Corridor Incubator. He stated he has reviewed our incubator project, and that it is a solid foundation to work on with much still to be done. He solicited the City's support and stated he would be happy to meet with the Council at any time to discuss details. (2) Bill Haney stated he reviewed the City's graph passed out at the last Council meeting and was of the opinion it was bad data, bad sampling done, and we need to cancel the program. (3) Tom Anderson stated the SMCISD is willing to work with the city to bring down the COD levels, and would rather pay for improvements to get the levels reduced than pay the surcharge. Mayor Morris introduced for consideration approval of two appointments to the Commission for Women to complete vacancies. Mr. Moore moved to appoint Diann McCabe (who resides in the city limits) and Susan Hanson (who resides outside the City), which passed unanimously. Mayor Morris introduced for consideration approval of an appointment to the Library Board. Mayor Morris moved to appoint Merry FitzPatrick on behalf of Mr. Cox who was not present at this meeting, which passed unanimously. Mayor Morris introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL AMENDING ORDINANCE 1994-42 REGARDING SEWER SURCHARGE FEES TO REVISE THE SAMPLING PROCEDURE REQUIREMENTS; PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING FOR A PENALTY; PROVIDING FOR PUBLICATION; AND PROVIDING AN EFFECTIVE DATE. * Mr. Hart present at 7:34 p.m.; Mr. Guerra present at 7:58 p.m.; Mr. Hernandez left the meeting at 10:00 p.m.; Mr. Cox not present at this meeting; Mr. Taylor not present at this meeting.
