Attachment A
Scope of Work for
Archaeological Services
The University will assist with the coordination and scheduling of archaeological
assessments of City projects between City departments and with the Texas Historical
Commission as requested. These services include archaeological surveys, site assessments,
background archival and site files research, archaeological testing, and archaeological data
recovery for City projects on a per - project basis. Upon request from the City, the University will
prepare a project - specific scope of work, a cost estimate, and a schedule for each project for
submission to and approval by the City. The University will not begin work on any project
without the City's prior approval.
Depending on the project assigned, the University will:
A) Assist the City in meeting its obligations under the Texas Antiquities Code; Section 106
of the National Historic Preservation Act, as amended and other applicable statutes
governing cultural resources;
B) Conduct surveys of various tracts of property on the City's behalf and determine the
presence and /or extent of surface and subsurface cultural deposits, through shovel testing
or other appropriate means, according to the Texas Historical Commission ( "THC ")
Archaeology Survey Standards. The deadline for completion of such projects will be
outlined in the schedule submitted by University and will meet THC requirements.
C) Conduct archival research to determine the historical importance of the various tracts of
property and any discovered historic sites.
D) Record all newly documented archaeological sites or previously recorded archaeological
sites at the Texas Archaeological Research Laboratory (TARL).
E) As applicable, obtain an Antiquities Permit from the THC for site assessments and
surveys. Any testing and data recovery projects will be conducted under project - specific
permits. Survey projects may be conducted under individual permits or, if both parties
agree, under an Annual Permit. The University will serve as the principal investigator on
all such permits, and the City will sign as the project sponsor and, as appropriate, land
owner.
F) Unless otherwise agreed upon by the parties in advance, within 30 calendar days from the
conclusion of any authorized surveys and site assessments, complete and submit a draft
report to the City describing the methods, results and recommendations resulting from the
survey work. These draft reports will comply with the THC's requirements for reports.
Upon review of the report by the City, the University will have 14 calendar days to
respond to any comments, questions, or points of clarification requested by the City. The
draft report may be submitted to the THC on behalf of the City, if the City so requests.
Upon approval of the draft report by the THC, the University will prepare a final draft
report. The University will submit this final draft to the City in pdf format and hard copy
