She did not think <br />funding from the Water/Wastewater for EDC was good if it increases <br />rates. (5) Ollie Giles, Chair of the Greater San Marcos <br />Neighborhood Association, provided the City Council with 'a handout <br />and stated they met with city representatives in February regarding - <br />needed CIP improvements in neighborhoods. The following is a list <br />of items they are interested in having funded in this year's budget: <br />[lJ traffic safety, speed limits and enforcement, blind corners made <br />visible, [2] litter control through education, adopt-a-street <br />program, street sweeping, through CDBG funding - abandoned houses <br />and cleanups, [3] animal control - limitation of pets per household, <br />[4] sign ordinance - enforcement, [5] street repairs and <br />rehabilitation, [6] Master Plan completed as soon as possible, and <br />[7] City/Neighborhood Association Partnership, including <br />neighborhood watch, concerns for planning purposes and setting up <br />more neighborhood associations. No one else wished to speak, so <br />Mayor Morris closed the public hearing. The Council scheduled a <br />Budget Workshop for August 15 from 6:00 p.m.-l0:00 p.m. The Council <br />asked Staff to determine how much of the City's funding to the <br />Chamber goes to administration and education. The citizens Task <br />Force has asked for lighting of basketball courts, ~nd Mr. Gilley <br />advised Rio Vista and city Park were budgeted for lighting. Mr. <br />Hart asked how the City can monitor the EDC budget and requested Mr. <br />Gilley provide suggestions for performance measures. <br />Mayor Morris introduced for consideration a public hearing and <br />adoption of a Resolution, the caption which was read as follows: <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING THE FUTURE LAND USE MAP OF THE MASTER PLAN OF <br /> THE CITY, FROM COMMERICAL TO HIGH DENSITY RESIDENTIAL FOR A <br /> 10.447 ACRE TRACT OF PROPERTY LOCATED AT 1606 IH35 NORTH AND <br /> DECLARING AN EFFECTIVE DATE. <br />Mayor Morris opened the public hearing and asked if anyone wished to <br />speak. Carl Fortune is an agent for the owner and wants the City <br />Council to allow the change to conform to its present use. No one did, so Mayor Morris closed the public hearing.
