<br />III <br />Regular Meeting June 13, 1994 Page 2 <br />stated the agencies need the support of the city, as it helps the <br />community as a whole. She expressed her appreciation for the city's <br />continued support. Jane Hughson asked for clarification if the <br />motorized tourism trolley system would provide transportation for <br />the citizens. Mr. Gilley stated this funding that is already in <br />place is to begin the tourism trolley system, and this is direction <br />to begin the process. No one else wished to speak, so Mr. Guerra <br />closed the public hearing. Mr. Moore moved for approval of the <br />Policy Statement and Mr. Mooney seconded the motion, which passed <br />unanimously. <br />Mr. Guerra introduced for consideration a public hearing and <br />adoption of a Resolution, the caption which was read as follows: <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING THE FUTURE LAND USE MAP OF THE MASTER PLAN OF <br /> THE CITY, FROM OPEN SPACE/FLOODPLAIN TO PUBLIC FOR A TRACT OF <br /> PROPERTY 0.90 ACRE IN SIZE, MORE OR LESS, LOCATED ON THE <br /> SOUTHEAST SIDE OF THE 700 BLOCK OF VALLEY STREET AND DECLARING <br /> AN EFFECTIVE DATE (AS AMENDED [EMPHASIS SUPPLIED]). <br />Mr. Guerra opened the public hearing and asked if anyone wished to <br />speak. Ollie Giles is in favor of the land use ch~nge and wants the <br />Council to adopt it. She is in favor of locating the empowerment <br />center on Valley Street. She is a resident of Valley Street and is <br />interested in the center being located in the Dunbar neighborhood <br />and their children staying in the neighborhood. She is in hopes the <br />center will be full of children learning. Deborah Webster lives at <br />720 Valley Street across the street from the proposed location of <br />the center. She wants the Council to support this change as it will <br />enhance the neighborhood and individuals who live there. She is <br />willing to work in the center. Albert Armstead stated this property <br />is large enough for the construction of four affordable homes and is <br />in favor of the center being placed on the Dunbar property. Johnnie <br />Armstead stated she feels the same as Mrs. Giles, as she also works <br />to upgrade the community. She stated she is not opposed to the <br />project but wants it located at Dunbar and for it to remain the <br />property and responsibility of the city. Lou Fitzgerald stated she <br />prefers homes to be built on this property. She thinks homes would <br />be an enhancement and there are too many unknowns with the center. <br />Ollie Giles stated homes are being built on MLK, and they do not <br />know who will move in those homes, so this too is an unknown. Jeff <br />Kester stated the project is a good, worthy project. It will <br />benefit youth and adults, it will provide hope, improve the quality <br />of life through education and job training skills. It will be an <br />opportunity for those in need to develop relationships with others <br />who care for them. Kyev Tatum supports the land use amendment and <br />wants to move forward with this project. He shares the concerns of <br />those who raised issues. The project is needed to deal with <br />poverty, to give needy people a place to become better and develop <br />themselves. He asked the Council to vote for the amendment. Albert <br />Armstead stated job training is provided at Gary Job Corps, in <br />public schools and the GED program. He stated it is true it is <br />unknown who will move into homes built, but it will put property on <br />the tax rolls. Dolores crittendon stated there is no vocational <br />training in San Marcos, and if someone does not have transportation <br />to get to Austin, we lose people who are trainable. Gary Job Corps <br />trains to the age of 24, and there are many women who are older than <br />this who need training and have potential. She stated this service <br />is needed in San Marcos. No one else wished to speak, and Mr. <br />Guerra closed the public hearing. Mr. Moore moved for adoption of <br />the Resolution and Mr. Cox seconded the motion. Kyev Tatum <br />responded to Rick Hernandez if the project continues to be moved <br />around, it will prolong the project occurring and will not get grant <br />funding. It is time to move forward if we want the project to <br />occur. In response to Joe Cox, Kyev Tatum stated NAACP has applied <br />for two grants to pay for renovation. One grant is with the Meadows <br />Foundation, and they are waiting on the rezoning of this property to <br />approve the grant. Mr. Moore moved to amend the Resolution caption <br />to correct the land use change from "OPEN SPACE/FLOODPLAIN" to <br />"PUBLIC" and Mr. Cox seconded the motion, which passed unanimously. <br />Mr. Moore stated the City Council has committed themselves to the <br />
