City Council Meeting Minutes July 5, 2016 <br />NON- CONSENT AGENDA <br />17. Discuss and consider appointment of a City Council subcommittee to develop a <br />program for the proposed use of the Spring Lake Preserve for repatriation of Native <br />American remains and artifacts, and provide direction to Staff. <br />Following some discussion Deputy Mayor Pro Tem Prewitt, Council Member <br />Hughson and Council Member Prather were appointed to the City Council <br />subcommittee to develop a program for the proposed use of the Spring Lake <br />Preserve for repatriation of Native American remains and artifacts. <br />18. Consider the Public Hearing Dates proposed by Staff regarding the 2016 Property Tax <br />Rate and Fiscal Year 2016 -2017 Budget, and provide direction to Staff. <br />City Council provided consensus on the Public Hearing dates of August 16 and <br />September 2, 2016. <br />19. Staff presentation and discussion regarding proposed text amendments to the San <br />Marcos Land Development Code pertaining to the processes for consideration and <br />adoption of Preferred Scenario amendments and rezoning of property; and provide <br />direction to staff. <br />Kristy Stark, Assistant Director of Development Services, provided the Council <br />with a presentation regarding the preferred scenario amendment process. <br />Following the presentation and discussion the Council provided direction to <br />amend the process with 1 additional Council Public Hearing. <br />20. Receive a presentation and hold discussion concerning the allocation of land for a <br />future fire station and training facility at the San Marcos Airport, and provide direction <br />to Staff. <br />Les Stephens, Fire Chief, provided the City Council with a presentation <br />concerning the allocation of land for a future fire station and training facility at <br />the San Marcos Airport. Following discussion the Council provided direction <br />to allocate the land for a future fire station and training facility as requested. <br />The Council would like to see a phasing plan of 3 to 5 years for the training <br />facility. <br />VI.
