Mike Harms, of <br />the Texas Department of Housing and Community Affairs, stated this would be Phase I <br />of the project and Souths ide was also planning Phase II, which would include an <br />additional 20 units. Mr. Harms stated Phase II could be approved at their June 10 <br />meeting. Mr. Gilley stated Phase II could cost the City an additional $17,000. Mr. f <br />Gilley stated the Council could fund these costs from contingency funds or fund ' <br /> ¡ <br />balance. Mayor Morris asked who would own the units. Mr. Henderson stated ' <br />Southside would own the units; however, they were discussing the possibility of the <br />Housing Authority managing the units. The Council requested Mr. Gilley bring figures <br />to the next Council meeting. <br />Mayor Morris introduced the City Manager's Report. Mr. Gilley stated the 1994 Texas <br />Hill Country Adventure for the Sunshine Kids would be July 9-17, 1994. Mr. Gilley <br />stated there were would be more activities in San Marcos this year and encouraged <br />everyone to get involved. Mr. Gilley asked the Council when they would like to hold <br />their budget policy workshop. The Council decided on a one day workshop May 20, <br />1994 and possibly May 21, 1994, if needed. <br /> . <br />Mayor Morris introduced the City Attorney's Report. Mr. Taylor stated he received <br />some information from Judge Bunton regarding the Edwards Aquifer Lawsuit and the <br />Council could find the information in their boxes. Mr. Taylor stated the Sierra Club filed <br />some information regarding possible closure of some military bases in San Antonio. <br />The judge denied their request. Mr. Guerra asked about the Candlelight <br />Reconstruction Project. Mr. Gilley stated this project was tied in with the Drainage <br />Master Plan Project. Stephen Jenkins stated the Drainage Master Plan Committee <br />would list needed projects and a priority list for Council to consider. Mr. Guerra stated <br />this project needed to move forward as soon as possible, considering this was passed <br />by the voters four years ago. Mr. Guerra stated his concerns lie in two areas, the first <br />being each homeowner who would be affected by this project should be contacted, and <br />secondly, this project needed to be addressed before funding the Southside Project. <br />Discussion ensued. The Council directed Mr. Gilley to bring information to the Council <br />regarding Sunset Acres in terms of the drainage requirements in the streets and when <br />the Drainage Master Plan would be completed. <br />Mayor Morris introduced the City Council's Report. Mr. Guerra stated the American <br />G.I. Forum and LULAC have expressed an interest in having access to a building at <br />401 Jackman Street, but perhaps in a different location. Mr. Guerra stated he would <br />like Mr. Gilley to meet with these organizations to see if this is possible. Mayor Morris <br />stated she would like Mr. Gilley to also find out what their intentions were in terms of <br />taking ownership of the building. Mr. Hernandez stated a civic facility would be <br />needed in the Wallace Addition because the Pentecostal Church would be moving out <br />of the Addition. Mayor Morris stated perhaps G.I. Forum and Lulac should look into the <br />Church's building. Mr. Cox asked if the County had responded to the Master Plan <br />Committee. Mr. Gilley stated Judge Etheredge was going to serve on the Committee <br />and the County was extremely pleased they were included in the process. Mr. Cox <br />asked what the status was on the workshop with the School Board Trustees. Mr. Gilley <br />stated the City was ready for the workshop when the Council was ready to move <br />forward. The Council directed Mr. Gilley to set a date with the School Board for the <br />workshop. Mr. Cox asked if the City had an ordinance prohibiting someone from <br />parking their cars on lawns in a residential neighborhood. Mayor Morris stated there <br />was nothing prohibiting a person from parking in their own yard. Mayor Morris <br />suggested the neighbors approach this person about moving their vehicle. Mr. <br />Hernandez stated since the construction of the expressway, Invasion Street, Knox <br />Street and Stillwell need to be repaved. He stated due to the heavy traffic flow and the <br />18-wheeler, the streets have become damaged. Mr. Gilley stated the City is aware of <br />this problem and is looking for ways to correct the problem and to re-route traffic out of <br />that neighborhood. <br />
