Ron Patterson <br />Director of Public Works George Boeker <br />Director of Airport Jack Doughty <br />Director of SMEU Bob Higgs <br />Director of WIC Eddie Ortega <br />Fire Chief Dan O'Leary <br /> <br />Also Present: Rose Brooks, Bill Haney, Phil Neighbors, Scott <br />Meiers, vicki Fruit, Kyev Tatum, Jeff Kester, Cheiyl Boyd, Jan <br />Hardin, Dan Scales, Johnnie Armstead, Cheryl Pantermuehl, Collette <br />Duran, Paul Terry, Rick Hernandez, Collete Davis, Zeke McCormick, <br />Macel Sullivan, Richard Medina, Bob Ronson, John Holterman, Cathy <br />Supple, Kim Doherty, Russ Weaver and others. <br /> <br />Mayor Morris called the meeting to order at 7:30 p.m. <br /> <br />Mayor Morris introduced the ten-minute citizen comment period with <br />the city Council. Dan Scales provided the City Council with a <br />handout and stated he wanted the incubator project to target women <br />and minorities. Paul Terry stated the revised Surcharge Ordinance <br />on the Council's agenda contains acceptable provisions, but the only <br />real acceptable solution was to cancel the Ordinance. He stated the <br />raised rates to businesses would impact them and cause some to go <br />out of business and would be a loss of jobs in the community. <br /> <br />Mayor Morris introduced for consideration approval of an appointment <br />to the Construction Board of Adjustments and Appeals. No name was <br />submitted and this will be rescheduled. <br /> <br />Mayor Morris introduced for consideration approval of an appointment <br />to the Master Plan citizen Advisory Committee (Temporary). Mr. Cox <br />moved to appoint Ken Moss, which passed unanimously. The Council <br />asked to be advised which members miss as many as two meetings. <br />Mayor Morris stated Bill Nance will serve as a representative of SWT <br />on this Committee, and Mr. Cox suggested the County be contacted to <br />see if they wish to have representation on this Committee. <br /> <br />Mayor Morris introduced a public hearing regarding an annexation, <br />the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 26.67 <br />ACRES, MORE OR LESS, FRONTING ON THE SOUTHWEST RIGHT-OF-WAY <br />LINE OF THE 1200 BLOCK OF CENTER POINT ROAD IN HAYS COUNTY, <br />TEXAS (LOWMAN PROPERTY), THIS LAND BEING LOCATED WITHIN THE <br />EXTRATERRITORIAL JURISDICTION OF THE CITY AND ADJACENT TO <br />PRESENT CITY BOUNDARIES; APPROVING A SERVICE PLAN FOR THIS <br />TRACT; PROVIDING FOR PUBLICATION AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />Mayor Morris opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Morris closed the public hearing. <br /> <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency. The caption of the Ordinance reads as follows: <br /> <br />* Mr. Guerra present at 7:35 p.m. <br />
