Deleting city council approval authority over the city <br /> manager's selection of department heads. This would result in a <br /> corresponding deletion of the city council's authority to remove <br /> department heads under Charter section 3.17(b). This change is <br /> recommended in order to emphasize the city manager's authority and <br /> responsibility over the city staff, and to focus the city council's <br /> supervisory 'role on the city manager rather than on the manager's <br /> subordinates. <br /> 2. Expressly stating that the city manager does not supervise <br /> or control departments whose directors are themselves council <br /> appointees. <br /> 3. Deleting the reference to a "detailed report of municipal <br /> court activities" since this is presently done by the city manager <br /> as part of the budget process. <br /> 4. Amend Section 4.02 as follows: <br /> 4.02. city secretary. <br /> The city council shall appoint the city secretary, and such <br /> assistant city secretaries as the city council shall deem <br /> advisable. The city secretary, of an assistant city secretary, <br /> shall give notice of council meetings, shall keep the minutes <br /> of the proceedings of such meetings, shall authenticate by <br /> signature all ordinances and resolutions, and shall perform such <br /> other duties as the city manager, with the consent of the city <br /> council, shall assign and those elsewhere provided for in this <br /> <br /> Although the Charter presently provides for the city council to fix <br /> the compensation of the city manager and city attorney, no such <br /> provision exists for the city secretary. This would simply confirm <br /> present practice. <br /> 5. Amend section 4.03 as follows: <br /> Sec. 4.03. corporation r!unicipal+ court. <br /> <br />
