<br /> 28 <br /> Regular Meeting January 24, 1994 Page 2 <br /> all across America paid tribute to Dr. Martin Luther King, Jr., <br /> by naming a street in his honor, thus, in July, 1987, Comal <br /> Street became Martin Luther King Dr. She stated recently the <br /> Planning Commission and the City Council changed E. MLK Dr. to <br /> Comal Street, and presented a petition to the City Council <br /> opposing the street name change, which is attached to these <br /> minutes. Mayor Morris stated the street name change was on the <br /> agenda for six weeks appearing three different times with a ~ ~- <br /> public hearing being held and published in the San Marcos Daily <br /> Record. Ollie Giles, representing the Dunbar Neighborhood, <br /> stated she also was opposed to the street name change. Mayor <br /> Morris suggested the Dunbar Neighborhood work with Ron Patterson, <br /> Director of Planning, on suggestions of street name changes to <br /> the Dunbar Area. Mayor Morris stated the streets had to be <br /> accessible for 9-1-1 emergency. Leslie Spears Marshall stated <br /> she was opposed to the MLK Street name change; however, she too <br /> would work with Ron Patterson to rename streets in the Dunbar <br /> Neighborhood. <br /> Mayor Morris introduced for consideration approval of one <br /> appointment to the Senior Citizens Advisory Board. ~o <br /> nominations were received so Mayor Morris asked the citizens for <br /> suggestions to the Boards and Commissions. Rose Brooks stated <br /> Harvey Miller was interested in serving in this caFacity. Mayor <br /> Morris moved to appoint Harvey Miller, which passed unanimously. <br /> Mayor Morris introduced for consideration approval of one <br /> appointment to the Convention & Visitors Bureau. Mayor Morris <br /> stated in Mr. Guerra's absence she would present the name of <br /> Carol Allen for the arts/design position, which passed <br /> unanimously. <br /> Mayor Morris introduced for consideration approval of one <br /> appointment to the Charter Review Commission to complete a <br /> vacancy. Ron Hart moved to appoint ,Ray Scott, which passed <br /> unanimously. <br /> Mayor Morris introduced receiving a report and presentation from <br /> the Convention/Recreation Facility Task Force and direction to <br /> staff. Jane Hughson, Vice-Chair of the Task Force, stated the <br /> Task Force did extensive research to groups who used City <br /> facilities, potential users of-City facilities and major <br /> organizations within the community. She stated the response from <br /> the survey's indicated a multi-purpose facility verses recreation <br /> facility would be a better concept. She stated not all requests <br /> could be met; however, compromises were made to better serve the <br /> majority of the people. The multi-purpose facility would consist c <br /> of a gymnasium, natatorium, fitness room, crafts room, kitchen, <br /> stage, meeting rooms, storage, recreation room and walking area. <br /> She stated the cost would require a bond issue and the Task Force <br /> requested the issue be put on the ballot in May of 1994. Mayor <br /> Morris asked if cost estimates and user fee estimates were based <br /> on existing programs that were currently being offered. Ms. <br /> Hughson stated that was correct with extensive research. Mike <br /> Beaty, Beaty Saunders Architects, stated the Task Force was a <br /> very hard working and involved group to work with. He stated he <br /> would be presenting one of six plans that were discussed. He <br /> presented the Council with a cost estimate for the design and <br /> program to be developed, which is attached to these minutes. He <br /> stated the site for the multi-purpose center was the land <br /> adjacent to the new Public Library. He stated the area was <br /> centrally located for the San Marcos Community and had room for <br /> growth and future development. The project would propose an <br /> entry plaza, a building shape to compliment the library, and <br /> parking behind the library so the greenland would be open to <br /> view. He stated the pool was designed so it could be opened to <br /> the outside during weather permitting months. Discussion ensued. <br /> Mayor Morris asked if there was room for future growth.
