7S <br />Final Report March 1997 <br />Coordination with Community Priorities <br />As discussed earlier in this report the creation and work of the Mayor's Blue Ribbon <br />Committee for Tourism Development occurred as a result of recommendations from both <br />San Marcos Horizons and the Tourism Task Force Report. The City declared that one of <br />its important objectives was "the development of tourism as a form of economic <br />development in San Marcos" (San Marcos Horizons, Executive Summary, 1996,: 1-17). <br />The Tourism Development Committee's purpose as stated in its charge was "to formulate <br />- and promote a vision for tourism development." <br />This report fits well with officially stated community needs. San -Llarcos Horizons was <br />adopted by the City Council in early 1996 as the City's newest Master Plan while the <br />Tourism Task Force Report was presented to the City Council in mid-1996. <br />Our committee developed tourism goals for our community which we believe would <br />increase tourism in San Marcos and improve our quality of life. These goals are to have a <br />clean, safe and beautiful city; increase tourist attractions and retail mix; and improve <br />access, circulation, and infrastructure in our community. <br />These goals reflect the major goals identified in the 1996 Master Plan by the Citizens <br />Advisory Committee (CAC). The CAC identified goals in the areas of natural and <br />7 <br />cultural resources; community growth and land use; transportation; and community <br />facilities. The goals were the protection of the San Marcos and Blanco rivers; historic <br />preservation; neighborhood conservation and revitalization; increased parking in the <br />downtown / university area; and increased parks and park facilities. <br />In the area of economic development, the CAC identified the following goals for our <br />community to pursue: diversification of the economic base; development of our airport <br />facilities; creation of community gateways; management of tourism; and improving our <br />quality of life. <br />For our downtown, the CAC recommended: creation of visual entries to downtown and <br />SWT; increased parking; development of a circulation plan; improved appearance; <br />enhanced security; and the promotion of cultural and civic activities and attractions. <br />Our recommendations are compatible with the goals of the 1996 master plan and are <br />included in the Recommendations section of this report. <br />Mayor's Blue Ribbon Committee on Tourism Development Page 17
