City Council Meeting Minutes August 2, 2016 <br />Kirby Stewart, flays County Food Bank, 1009 Gravel Street, addressed the <br />Council about all of the great things that HEB does for them. She stated that <br />they would be the perfect company to build here. HEB has been a great <br />partner to the food bank and provided statistics about their donations. <br />Charlie Bowman, 49 Overlook Way, spoke about concerns about flooding and <br />the archeological sensitivity of the area, he spoke about the Kissing Tree <br />development and he would like to see this be located somewhere else. <br />Cori Schwartz, 101 W Mimosa Circle, stated that HEB will listen to the <br />numbers that will tell them to put the store here, but that the traffic is what <br />scares her most of the time. She said that the store of the east side would be <br />her store because it would be the easiest to get. She would like to see this as <br />green space and not developed. If we encourage to build out in stages that this <br />could be used even on the north side of town. <br />Jon Leonard, 2705 Leslie Lane, addressed the council and spoke about the <br />planning and zoning commission meeting and their decisions that they had and <br />his concerns for those discussions regarding traffic. He quoted a city official <br />regarding flooding and stated that he has concerns with the estimate. He <br />addressed the traffic studies and the problems there. He stated that Wonder <br />World Drive is an issue that he had previously raised. He urged Council to <br />reject the proposal. <br />Beverly Sparkman, 624 Clyde Court, she said that there is obviously a lot that <br />has gone into this and she greatly values NEB's presence. She stated her <br />concerns are more aesthetic in nature. She said that we are a community that <br />enjoys the wildlife, water and land and this would best serve the area as a park. <br />She appreciates the Council's consideration. <br />Kelvon Hansen, 464 Stagecoach Trail, stated that his concerns are about traffic <br />flow, he stated that his salon use to be located behind the current HEB store <br />and that he watched the traffic issues. He hopes that the Council would <br />consider those concerns. <br />Billie Lopez, 107 Rivera, spoke about her personal experience in the floods in <br />2015. She witnessed what the raised ground did and witnessed the flooding <br />that occurred due to the changing of the landscape. She has concerns about the <br />traffic and hydrology. She referenced the Purgatory Creek flooding in October <br />of 2015. There are many concerns she stated that we need to preserve this. <br />City of San Marcos Page 8 <br />
