111 <br />Regular Meeting July 28, 1997 Page 4 <br />unanimously. Ms. Hughson moved to amend the Ordinance to three readings. Motion failed for <br />lack of a second. The Council then voted unanimously for adoption of the Ordinance on <br />emergency. <br />Mayor Vloore introduced for consideration approval of an Ordinance on first reading, the caption <br />which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAWN MARCOS, <br />TEXAS, AMENDENG SECTION 82.159 OF THE CITY CODE TO REMOVE THE <br />DISCOUNT FOR EARLY PAYMENT OF OVERTIME PARKING VIOLATION <br />FINES; AND Ii ICLUDL'?G PROCEDURAL PROVISIONS. <br />Mr. Mihalkanin moved for approval of the Ordinance on first reading and Mr. Guerra seconded <br />the motion. Mr. ilihalkanin suggested making exceptions for visitor parking violations and tits. <br />Hughson suggested hang tags for employee or employer parking. Mr. Cox agreed with the <br />downtown's recommendations on increase in the fine contingent upon more parking spaces being <br />provided. Mr. Hernandez felt the computer was more effective than the 520.00 fine. On roll call <br />the following vote was recorded: (tilr. Hart not present on roll call). <br />AYE: tilihalkanin, Hughson, ,?,loore, Guerra, Cox. <br />NAY: Hernandez. <br />ABSTAIN: None. <br />Mayor Moore introduced for consideration approval of an Ordinance on first reading, the caption <br />which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN VIARCOS, <br />TEXAS, AMENDING CHAPTER 2, ARTICLE 3 OF THE CITY CODE TO ADD A <br />DIVISION 15; ESTABLISHING A PERMANENT CITY CONVENTION AND <br />VISITORS BUREAU BOARD; INCLUDING PROCEDURAL PROVISIONS; AND <br />PROVIDING FOR PENALTIES. <br />Ms. Hughson moved for approval of the Ordinance on first reading and Mr. Mihalkanin <br />seconded the motion. tits. Hughson moved to amend Section. 2.351 (b) to read three Hospitality <br />Association members and one Neighborhood Association member and Mr. Guerra seconded the <br />motion, which passed unanimously. tits. Hughson moved to amend Section 2351 (d) to strike <br />the entire first sentence and ti1r. tilihalkanin seconded the motion. which passed unanimously. <br />Mr. tilihalkanin asked if the Council was stacking the deck by making one of them either the <br />Chair or the Vice Chair. Ms. Hughson stated this board dealt with a lot of money and they were <br />not considered simply an advisory board. Ms. Hughson moved to amend Section 2.351 (e) to <br />allow eleven members to reside in the City and six outside the City limits and Mr. Cox seconded <br />the motion. On roil call the following vote was recorded: <br />AYE: Vlihalkanin, Hughson, Hart, Moore, Guerra, Cox. <br />NAY: Hernandez. <br />ABSTAIN: None. <br />The Council agreed to appoint two members and the Mayor appoint three members. Ms. <br />Hughson moved to amend Section 2.32 (b) to read"... approving the budget ..." and Vlr. <br />Vlihalkanin seconded the motion, which passed unanimously. Ms. Hughson moved to amend <br />Section 2.352 (b)(2) to read "Provide advice and consent to the hiring and firing of the C.V.B. <br />Director responsible for tourism promotion programs" and Mr. Guerra seconded the motion. On <br />roll call the following vote was recorded:
