55 <br />Regular Meeting June 23, 1997 Page 7 <br />Mayor Moore introduced for consideration adoption of a Resolution, the caption which was read <br />as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE LEASE OF A TRACT OF LAND AT THE SAN MARCOS <br />MUNICIPAL AIRPORT TO ALAN LUNDEEN, RICK LEtiVELLL\iG AND MICHAEL <br />J. PAYTON; AND DECLARING AN EFFECTIVE DATE. <br />Mr. Guerra moved for adoption of the Resolution and ti1r. Hart seconded the motion, which <br />passed unanimously. Mayor Moore requested status of future hangar space and master plan <br />update at the Airport. tilr. Gilley stated the airport master plan is up to date; however the bond <br />issue for the hangars failed on the ballot and most of the improvements have been limited to <br />private hangars. b1r. Gilley stated the Council has not been interested in funding the restoration <br />of buildings at the airport in the past; however, he would look into some funding sources. <br />Mayor Moore introduced for consideration removal from the table and adoption of a Resolution, <br />the caption which was read as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS; <br />TEXAS, APPROVING THE TERMS AND CONDITIONS OF AN AGREEMENT <br />BETWEEN THE CITY AND GUADALUPE-BLANCO RIVER AUTHORITY FOR <br />THE SAN MARCOS REGIONAL WATER SUPPLY PROJECT; AUTHORIZING THE <br />CITY MANAGER TO EXECUTE THE AGREEMENT ON BEHALF OF THE CITY; <br />AND DECLARING ANTEFFECTIVE DATE. <br />Mr. Cox moved to remove from the table and adoption of the Resolution and Mr. Hart seconded <br />the motion. Ms. Hughson asked if on Page 9, Section 9, the San Marcos River could be used as <br />the other source for the raw water delivery system for the Guadalupe River and Ms. Huffman <br />stated yes and only the Council can decide if the San yfarcos water can go somewhere else. Bill <br />West, GBRA, stated their relationship with the municipalities is to keep the water infrastructure <br />problems from occurring. i'vIr. Guerra asked about the discouraging remarks made by the Seguin <br />City Council. Mr. West replied he felt their opinions coincide with San Antonio who feel =round <br />water is a superior source of water over surface water. He stated they have encouraged them to <br />look at various options regarding the cost aspect of developing additional supplies of water. ivlr. <br />Mihalkanin asked about the term "absolute right" in Section 9. Mr. Gilley stated the absolute <br />right refers to the use of the river system, not the water. The Council then voted unanimously for <br />adoption of the Resolution. <br />Mayor ?Moore introduced a discussion regarding changing the name of Hood Street to Perkins <br />Street. N[r. Gilley stated the City Council approved the name change a while back. ti1r. Cox <br />stated the family had not been notified of the name change and he felt a mistake had been made <br />in changing the name of the street. He stated Ms. Daisy Perkins requested the name be changed <br />back to Perkins because the streets were named for members of her family in recognition of the <br />contribution of land the family made to the City. He stated Roy Perkins and Wade Butler were <br />present to represent the family in the discussion. Mr. Hart stated if the neighborhood does not <br />have a problem in changing the name he had no objection. Mayor yloore stated there may be <br />three problems that occur with this change: 1) 91 1 numbers would change 2) the residents would <br />need to change their address and 3) the historic fabric of the stem streets are named after other <br />people in the family. Ms. Hughson stated the Council was not given any information on the <br />historical aspect of this street and felt the Council should consider changing the name. The <br />Council directed staff to bring the street name change to the next meeting. <br />Mayor \,Ioore introduced a discussion regarding a proposal for the use of the Old First Christian <br />Church. Mr. Gilley stated the city currently has a month to month lease for a portion of the <br />building with the Abundant Life Christian Church. He stated the Greater San Marcos Area <br />Seniors Association has made a proposal for the Church. Mr. Gilley stated the services and <br />programs that the Seniors Association would like to hold were considered when building the new <br />activity center. 1Nfr. Mihalkanin stated he met with the Seniors Association who agreed to make <br />needed improvements to the building if given the opportunity to obtain the building. Mr. Guerra
