57 <br />Regular Meeting <br />June 23, 1997 <br />Page 9 <br />Ylayor Moore introduced the City Manager's Report. Mr. Gilley had no report for this meeting. <br />Mayor Moore introduced the City Attorney's Report. ivlr. Taylor had no report for this meeting. <br />Mayor tiloore introduced the City Council's Report. 1) Ms. Hughson stated on July 24, 1997, the <br />Chamber of Commerce and Southwest Texas State University would be hosting Public Safety <br />Employees Appreciation Reception. 2) Would like the CVB board composition to be on the next <br />agenda. 3) Mr. Guerra stated he would like the City ;Manager's contract on the next agenda or a <br />Special Meeting. 4) The Council would like an update on Blanco Street. Mr. Gilley stated we <br />have a start and end date. Need to try to negotiate with contractor. Currently 74 days past end <br />date, weather cited for problems. Change order done last Friday to try to wrap up project. Very <br />wet year has hampered construction process. We do- not know when will be finished - weather <br />will be a factor. Remedied action if not concluded. Parking a problem for residents. Talked <br />with Blanco residents to discuss further with them. Notice to proceed issue November 12, 1996. <br />6) tilr. Cox stated he represented the Mayor for the AmerHost Hotel opening and it was a very <br />nice facility <br />Mayor Moore introduced a discussion regarding direction to the 1997 Blue Ribbon Bond <br />Committee. Mr. llihalkanin stated he wished the amendments to the charge would have been <br />given to the committee so they would understand the direction for the bond'election was not <br />solely transportation issues. Mayor Moore asked Ed Theriot if transportation only was the <br />direction by staff. ivir. Theriot stated no. tilayor tiloore asked if they were told there was a $7 <br />million cap. itilr. Theriot stated no; however, during the opening phases of the bond committee a <br />presentation was given to them on the financial status of the city and their ability to handle a <br />certain amount of debt which would not raise taxes. Mayor Moore stated the charge is listed and <br />the committee should follow the direction of the Council which did not include a 57 million cap. <br />Bill White stated he told the committee they would have approximately $7 million to work with <br />that would not raise taxes; however, they were never given a cap. Joe Castillo stated staff <br />understood from the last Council meeting there was a limitation to streets. tilr. Gilley stated he <br />understood the Council's direction to be limited to transportation. vlr. Guerra suggested Mayor <br />Moore meet with the Bond Committee at the next meeting to clarify Council's direction. <br />Mayor Moore introduced an Executive Session pursuant to the Government Code, Section <br />551.07 1, to discuss pending litigation (San Marcos River Foundation vs. TNRCC; City of San <br />Marcos reuse permit hearing); and Section >j 1.074, to discuss duties of a public officer (City <br />Secretary). Mr. ivIihalkanin moved to adjourn into Executive Session at 12:15 p.m. and tits. <br />Hughson seconded the motion, which passed unanimously. <br />Mr. i'vlihalkanin moved to reconvene from Executive Session at 12:31 p.m. and NIs.
