City Council Meeting Minutes August 16,2016 <br /> 10. Consider approval of Resolution 2016-109R, adopting policy recommendations for <br /> inclusion in the 2017 Texas Municipal League Legislative Policy. <br /> A motion was made by Council Member Gregson, seconded by Council <br /> Member Hughson, to approve Resolution 2016-109R. The motion carried by <br /> the following vote: <br /> For: 7- Mayor Guerrero, Mayor Pro-Tern Thomaides, Council Member Prather, Deputy <br /> Mayor Pro Tem Prewitt, Council Member Hughson, Council Member Derrick and <br /> Council Member Gregson <br /> Against: 0 <br /> 11. Consider approval of Resolution 2016-110R, approving a Local Transportation Project <br /> Advance Funding agreement between the City and the State of Texas acting through <br /> the Texas Department of Transportation for the Hopkins Street Reconstruction Project <br /> (CSJ #0914-33-074) approving the City's contribution of approximately $947,779.00 in <br /> local participation in the project; authorizing the City Manager or his designee to <br /> execute the advanced funding agreement on behalf of the City; and declaring an <br /> effective date. <br /> 12. Consider approval, by motion, of an Authorization of Change in Services #2 to the <br /> Wholesale Power and Utility Consulting Services Agreement with McCamant <br /> Consulting, LLC for the provision of Professional Wholesale Power and Utility <br /> Consulting Services in the estimated amount of$65,000.00. <br /> PUBLIC HEARINGS - 7:00 PM <br /> 13. 7:00PM Receive a Staff presentation and hold a Public Hearing to receive comments <br /> for or against Ordinance 2016-28, amending the Official Zoning Map of the City by <br /> rezoning a 1.40 acre, more or less, tract of land located at 132 Jackson Lane from <br /> "OP" Office Professional District to "VMU" Vertical Mixed Use District; and including <br /> procedural provisions; and consider approval of Ordinance 2016-28, on the first of two <br /> readings. <br /> Shannon Mattingly, Director of Planning and Development Services, provided <br /> a brief presentation. <br /> Mayor Guerrero opened the Public Hearing at 8:51 p.m. <br /> There being no comments, the Mayor closed the Public Hearing at 8:51 p.m. <br /> A motion was made by Mayor Pro-Tem Thomaides, seconded by Council <br /> Member Derrick, to approve Ordinance 2016-28, on the first of two readings. <br /> The motion carried by the following vote: <br /> For: 7- Mayor Guerrero, Mayor Pro-Tern Thomaides, Council Member Prather, Deputy <br /> Mayor Pro Tern Prewitt, Council Member Hughson, Council Member Derrick and <br /> Council Member Gregson <br /> City of San Marcos Page 7 <br />
