City Council Meeting Minutes July 20,2016 <br /> Council requested that Fire Chief Les Stephens provide an update on the Fire <br /> Recovery process at the next budget meeting to determine if we want to <br /> continue this process. <br /> Staff will provide information related to Municipal Court collections to the <br /> Council. <br /> Staff will provide information related to parking fines and the cost of <br /> enforcement downtown. <br /> Staff to provide a list of existing properties and those under construction with <br /> tax assessments. <br /> Staff to place a total at the bottom of the "Expense Increase" slide of all <br /> increases. <br /> Staff provided the future capacity needs regarding fire based EMS, Trace <br /> Community Fire Station, the possible Public Safety Answering Point (PSAP), <br /> healthy insurance and wellness and facility needs. <br /> Staff to send Council out an email overview regarding the PSAP project. <br /> General Fund Personnel recommendations were provided and Council <br /> provided consensus to move forward with only the recommended General <br /> Fund Personnel provided by the City Manager. <br /> Council provided consensus will all General fund operating recommendations. <br /> Discussion related to funding for either PALS or to filter the money through <br /> the Animal Shelter for a spay/neuter program. <br /> Discussion regarding the Greenbelt Alliance request for a Natural Area Land <br /> Manager could be funded out of HOT Tax, but only if we are able to get <br /> approval to use HOT tax for river and park maintenance. <br /> Staff will provide Council the information that they need to move forward with <br /> being able to spend HOT Taxes for river and parks. <br /> Discussion regarding the inclusion of our previously submitted "Bed and Banks <br /> Bill" in the 2017 State Legislative priorities. <br /> Staff to bring back some recommendations regarding the possible funding of <br /> the Greenbelt alliance-Natural Area Land Manager at 60,486 out of HOT Tax. <br /> City of San Marcos Page 2 <br />
