City Council Meeting Minutes July 21,2016 <br /> Arts Funding $146,000 <br /> Arts Projects $50K <br /> Permanent Art$50K <br /> Arts Part-Time Position $21K <br /> Master Plan $25K <br /> CVB$206,000 <br /> Personnel transition $100K <br /> Marketing activities $106K <br /> Main Street annual increases $ 7,771 <br /> Ramon Lucio Lighting $450,000 <br /> CAF Hanger $ 50,000 <br /> Reduction in Downtown Marketing ($25,000) <br /> Total Operating Increase $859,771 <br /> Discussion was held regarding the part-time Arts position and Arts Master <br /> Plan update <br /> Discussion was held about the Ramon Lucio Lighting request and about a <br /> replacement location being needed which is included in the CIP for 2025. <br /> Mr. Miller requested to defer the Greenbelt Alliance request for a Land <br /> Management Position until after the land management study is completed. <br /> Council provided consensus on all of the above as proposed. <br /> Mrs. Hurlbert reviewed the electric utility and water/wastewater utility funds. <br /> Discussion was held regarding the capital reserve transfer and regarding the <br /> aerial drone for utility inspections. Concerns were expressed about privacy. <br /> Following discussion the Council provided consensus on the electric and <br /> water/wastewater recommendations. <br /> Mrs. Hurlbert reviewed the drainage utility. Staff will provide the increases <br /> that will be related to the MS4 program. Council provided consensus on the <br /> drainage rate increase. <br /> Mrs. Hurlbert reviewed the airport budget. Council held discussion regarding <br /> airport fund requests and the desire to see the amount of transfers from the <br /> general fund decrease. Council held discussion regarding the number of <br /> employees staffed by Texas Aviation Partners. Council held discussion <br /> regarding the management of the airport and that they would like to ensure the <br /> work matches up with what the City is spending. The contract with Texas <br /> Aviation Partners was renewed in 2015. Staff will place a placeholder on this <br /> request and further refine this through the contract <br /> Discussion regarding the tarmac and additional investments that need to be <br /> made at the airport. <br /> City of San Marcos Page 2 <br />
