extraterritorial jurisdiction. After approval of a Preferred Scenario Map <br /> amendment, any accompanying applications shall be consistent with the <br /> amendments. In the case of a request to amend a facility master plan map, the <br /> application may be accompanied by a request to extend utilities. Thereafter, any <br /> accompanying applications shall be consistent with the amendments. <br /> SECTION 3. Section 1.4.1.4(e) is amended as follows: <br /> Section 1.4.1.4 Processing of Application and Decision <br /> (a) Submittal. A petition for amendment of the Comprehensive Plan <br /> shall be submitted to the Director. Public hearing for the request will be held in <br /> accordance with the schedule established under Section 1.4.1.1(b) <br /> (b) Notice. The Director shall cause personal notice of the hearing to <br /> be mailed in accordance with Article 3, Division 2 of this Chapter 1. In addition, <br /> for Preferred Scenario Map amendments, the Director may post supplemental <br /> documentation on the City's website and hold a public informational meeting <br /> with, members of the Neighborhood Commission and the Council of <br /> Neighborhood Associations (CONA) prior to the public hearing. <br /> (c) Hearing. The Planning and Zoning Commission shall hold a public <br /> hearing on the petition in accordance with Article 3, Division 3 of this Chapter 1 <br /> after receiving the report and recommendation of the Director. <br /> (d) Commission Recommendation. The Planning and Zoning <br /> Commission shall make a recommendation regarding the proposed <br /> Comprehensive Plan amendment(s) to the City Council. The Planning and Zoning <br /> Commission may recommend approval, approval with conditions, or denial of the <br /> petition for a Comprehensive Plan amendment. <br /> (e) Decision by Council. Following receipt of the recommendation of <br /> the Planning and Zoning Commission, the City Clerk shall schedule two public <br /> hearings to determine whether to approve and adopt the amendment(s). The City <br /> Clerk shall cause notice of the each hearing to be published in accordance with <br /> Article 3, Division 2 of this Chapter 1. After the public hearings is are closed, the <br /> Council may approve, reject or modify the requested amendments by adoption of <br /> an ordinance. The maps of the Comprehensive Plan shall be amended to reflect <br /> the Council's decision as needed. <br /> SECTION 4. Section 1.5.1.2(a) is amended as follows: <br /> Section 1.5.1.2 Sequence of Approvals <br /> (a) Prior Applications. A petition for a zoning map amendment shall <br /> not be accepted approved unless the following petitions, where applicable, have <br /> been approved and remain in effect: <br />
