A motion was made by Council Member Hughson, seconded by Deputy Mayor Pro Tern Prewitt, to approve Ordinance 2016-48, on the first of two readings. The motion carried by the following vote: For: 6- Mayor Guerrero, Mayor Pro-Tern Thomaides, Deputy Mayor Pro Tern Prewitt, Council Member Hughson, Council Member Derrick and Council Member Gregson Against: 0 Absent: 1 - Council Member Prather 16. Consider approval of Ordinance 2016-49, on the first of two readings, authorizing the installation of Traffic Diverter on Ebony St. at IH 35 access road; and including procedural provisions. A motion was made by Deputy Mayor Pro Tern Prewitt, seconded by Council Member Derrick, to approve Ordinance 2016-49, on the first of two readings. The motion carried by the following vote: For: 6- Mayor Guerrero, Mayor Pro-Tern Thomaides, Deputy Mayor Pro Tem Prewitt, Council Member Hughson, Council Member Derrick and Council Member Gregson Against: 0 Absent: 1 - Council Member Prather 17. Consider approval of Ordinance 2016-50, on the first of two readings, amending Chapter 39 of the San Marcos City Code regarding Flood Damage Prevention by providing for enhanced Flood Damage Prevention and Mitigation Standards; providing a savings clause; providing for the repeal of any conflicting provisions; and providing an effective date. Richard Reynosa, Senior Project Engineer and Laurie Moyer, Director of Engineering and CIP, provided the Council with a presentation regarding the revisions to the Chapter 39: Flood Damage Prevention Ordinance. Items modified included: Fill Standards, Access Construction, Materials Storage, Compensatory Storage, Adopt Flood Model ,Elevation,Floodplain Buffer, No-Rise Floodplain. Discussion was held regarding possible design standards for dumpster enclosures that would aid in dumpsters from floating away during a flood event. City of San Marcos Page 5
