The scope of work is to complete a detailed structure file within the 500 year floodplain <br />along the mainstem of the Lower Guadalupe River from the confluence with Bear Creek <br />south to just downstream of Sequin. This is limit matches the downstream extent of the <br />current H&H model. Work already competed includes creating a point shape file of <br />structure locations in the study area and assigning ground elevations to those structure <br />points. Remaining work includes assigning more accurate stationing to structures (with <br />support from H&H), conducing a windshield survey to collect detailed information on <br />structures including finished floor elevations, construction characteristics to determine <br />depreciated replacement value, and occupancy types (single family, number of stories, <br />multi -family, and commercial/industrial use). Following collection of field data, <br />information will need to be reviewed and cleaned up, depreciated replacement values <br />estimated, and data recorded into the structure file. <br />Complete the socia -economic analysis writeup for the study area. <br />Alternatives Analvsis <br />Coordinate with H&H for developing with project HEC -FDA models for the New <br />Bruenfels/Sequin, Wimberley and San Marcos damage centers. Once models are <br />developed, HEC -FDA runs would be made and results summarized and compared to <br />without project results to estimated benefits. Additionally, HEC -FDA runs will be made <br />to identify any potential non-structural opportunities, especially in areas with residual <br />damages. Coordination with real estate and cost estimating to develop alternative first <br />costs and OMRR&R costs in order to estimate annual costs for comparisons to annual <br />benefits for identification of the NED plan. Following TSP meeting, work with relevant <br />PDT members for any refinements to modeling or costs and prepare revised economic <br />analysis as necessary. <br />Environmental and Cultural: <br />This task involves assessing and documenting the existing project conditions, the Future <br />Without Project Condition and the environmental impacts of identified alternatives in an <br />Environmental Impact Statement (EIS) or other NEPA document. The Environmental <br />Studies team would conduct necessary site visits to gather existing conditions and <br />evaluate potential alternatives. The team would also conduct field work necessary to <br />inventory, describe, and evaluate environmental elements identified as significant or <br />important and warranting protection. The documentation will be coordinated with state <br />and Federal environmental agencies and the public. <br />All tasks would be completed by the Regional Planning and Environmental Center <br />(RPEC) in the Fort Worth District, or its contractor. <br />Public Involvement <br />A minimum of two scoping meetings (one will be held to identify the publics' issues and <br />concerns relating to the project. Resource agencies will be invited to join as a <br />cooperating agency, during which time several meetings will be held to identify existing <br />resources, impacts of alternatives, and attempt to resolve issues. A formal record will be <br />made of discussions with the public and resource agencies. Letters, meeting records, or <br />other forms of documentation will be prepared that document the correspondence and <br />dialogue between agencies regarding the proposed project. <br />Draft PMP — XX October 2016 <br />13 <br />
