resources that should be preserved, protected or approached with care shall be <br />indicated. A listing of plants officially recognized or proposed by the Department <br />of Interior (DOI), U.S. Fish and Wildlife Service (USFWS), and Texas Parks and <br />Wildlife (TPWD), as threatened and endangered reported for the area shall be <br />provided. <br />- The major mammal, bird, reptile and amphibian species groups, which may be <br />characterized through a literature review for each habitat type shall be described. <br />Species of commercial and recreational importance shall be described, and their <br />economic value shall be quantified utilizing TPWD and/or USFWS available data <br />and other available information. <br />Wildlife resources identified that should be protected or approached with care <br />shall be discussed. Threatened and endangered species classified under the <br />Endangered Species Act of 1973 (ESA) or under state law with actual or potential <br />occurrence in the study area shall be discussed. The ESA and state law will be <br />strictly adhered to if any threatened or endangered species, or their habitat, are <br />found to exist in the project area. <br />- Aquatic resources that will be affected by the project shall be described. Fisheries <br />and vegetation resources of the project area shall be discussed, as well as fish and <br />macro -invertebrate species. Available data from existing literature and TPWD <br />and USFWS survey reports on fisheries shall be presented. <br />The social elements to be addressed shall consists of the following: <br />- A general description or statement of the existing noise and aesthetic conditions, <br />transportation systems, and environmental justice populations in the immediate <br />project area shall be prepared. Any significant problems associated with existing <br />noise level sources and important aesthetic values, transportation systems, or <br />environmental justice populations that need protection in the project area shall be <br />provided. <br />Future Without PrQiect Condition and Future With Proiect Condition <br />After coordination with the public, tribes and resource agencies, an evaluation of the <br />overall impact of the no action and alternatives will be completed. Information will be <br />used to prepare a technical appendix in accordance with guidelines set forth in 33 CFR, <br />Parts 230 and 325. The assessment will discuss the impacts of the project, including <br />impacts on water quality, vegetation, wildlife, fisheries, cultural resources, and other <br />significant considerations. A discussion of potential measures to mitigate losses to fish <br />and wildlife and other environmental resources in the area will be investigated and <br />included in the assessment. Modeling for habitat changes through time (e.g. HEC-EFM) <br />at a minimum would be completed; however, additional modeling may be required after <br />the existing conditions and issues are determined. <br />Supervision and Administration <br />Draft PMP — XX October 2016 <br />15 <br />
