City Council Meeting Minutes October 14,2016 <br /> property within the district; establishing a lien on such property; approving an <br /> assessment roll for the district; providing for payment of the special assessments in <br /> accordance with chapter 372, Texas Local Government Code; providing for the <br /> method of assessment and the payment of the special assessments; providing for <br /> penalties and interest on delinquent assessments. <br /> 7. Ordinance 2016-43, on the second of two readings amending the Official Zoning <br /> Map of the City by rezoning Lot 2, Block A, Uniprop Subdivision, located on the south <br /> side of Leah Avenue, approximately one-quarter mile west of Clovis Barker Road from <br /> "FD" Future Development District to "LI" Light Industrial District. <br /> 8. Resolution 2016-140R, approving a contract between the City and Hays County for <br /> the City's provision of Public Library Services to Hays County Residents; authorizing <br /> the City Manager or his designee to execute the contract on behalf of the City. <br /> 9. Resolution 2016-141R, approving an annual State Use Contract between the City <br /> and Goodwill Temporary Services, Inc. through TIBH Industries, Inc. for the provision <br /> of janitorial services for the City of San Marcos in the estimated annual amount of <br /> $414,458.04; authorizing the City Manager or his designee to execute this contract on <br /> behalf of the City. <br /> 10. Resolution 2016-142R, authorizing a change in services with Perdue, Brandon, <br /> Fielder, Collins & Mott, L.L.P. that grants the second of up to three one-year <br /> extensions of the term of the contract for Court Fines and Fees Collection Services; <br /> authorizing the City Manager to execute said change in services. <br /> 11. Resolution 2016-143R, approving an assignment of and addendum to lease of <br /> property with Fraye B. Stokes for unimproved premises at the corner of LBJ and <br /> Edward Gary that assigns the lease from Fraye B. Stokes, as lessee, to Frayezur <br /> Properties Limited Partnership and extends the lease term through the year 2023; <br /> authorizing the City Manager to execute said instrument. <br /> 12. Resolution 2016-144R, approving an Interlocal Agreement with the San Antonio <br /> River Authority, the Guadalupe-Blanco River Authority, the Nueces River Authority, <br /> the San Antonio Water System, the Edwards Aquifer Authority, the Refugio County <br /> Groundwater Conservation District, the Victoria County Groundwater Conservation <br /> District, the Calhoun County Groundwater Conservation District, the Cow Creek <br /> Groundwater Conservation District, the Hays Caldwell Public Utility Agency, the <br /> Canyon Regional Water Authority, the Springs Hill Water Supply Corporation and the <br /> Cibolo Valley Local Government Corporation for purposes of establishing each party's <br /> contributions toward administrative costs related to the activities of the South Central <br /> Texas Regional Water Planning Group established under Senate Bill 1 during the 75th <br /> State Legislative Session, and designating the San Antonio River Authority as the <br /> Contracting and Administrative Agency for the group; authorizing the City Manager to <br /> execute this agreement on behalf of the City. <br /> City of San Marcos Page 2 <br />
