City Council Meeting Minutes October 14,2016 reappointing Dr. Vincent Luizzi as Associate Judge of the Court for a two year term; and providing an effective date. 21. Ordinance 2016-29 (ZC-16-10), on the second of two readings, amending the Official Zoning Map of the City by rezoning a 6.57 acre, more or less, tract of land out of Lots 2 and 5 of the Springtown VI Subdivision, located at 200 Springtown Way, from "GC" General Commercial District to "VMU" Vertical Mixed Use District. 22. Consider approval of Resolution 2016-139R, approving an addendum to the Chapter 380 Economic Development Incentive Agreement with Humpty Dumpty SSM, Ltd. In connection with the redevelopment of Springtown Shopping Center which amends the agreement to, among other things, allow multifamily residential uses on the project site. 23. Resolution 2016-148R, approving a Public Transit System Interlocal Agreement between the City and the Capital Area Rural Transportation System; approving funding to carts under this agreement in the amount of $450,000.00; authorizing the City Manager or his designee to execute the agreement. 24. Resolution 2016-149R approving an Acquisition and Reimbursement Agreement between the City of San Marcos and Highpointe Trace, LLC for the Trace Public Improvement District (PID). 25. Resolution 2016-150R approving the Landowner Agreement and Notice of Special Assessments Agreement with Highpointe Trace, LLC for the Trace Public Improvement District (PID). 26. Appointment to fill two vacancies on the San Marcos Housing Authority Board. 27. Staff presentation and hold discussion regarding San Marcos Quiet Zones at Union Pacific crossings and pedestrian safety at said crossings. The Council received Staff briefings and held discussion regarding items on the agenda for October 18, 2016 Regular City Council Meeting,to wit Items (3-27). Item #4 Council provided direction to Staff to add notification of property owners within 100 ft or 200 ft of the permitted location, annual renewals and including an inspection, including categories of owner occupied, Type 1, Type 2 and multifamily and how these are defined, staff to propose a maximum percentage allowed of the types in a particular location or neighborhood, staff to include an appeals process similar to the Rental Registration process, the permit would require that the permit number be provided on any advertisements, Staff will summarize the lawsuit currently filed against the City of San Marcos Page 4
