Ordinance 2016-29 (ZC-16-10), on the second of two readings, amending the <br /> Official Zoning Map of the City by rezoning a 6.57 acre, more or less, tract of land out <br /> of Lots 2 and 5 of the Springtown VI Subdivision, located at 200 Springtown Way, <br /> from "GC" General Commercial District to "VMU" Vertical Mixed Use District. <br /> 22. Consider approval of Resolution 2016-139R, approving an addendum to the <br /> Chapter <br /> 380 Economic Development Incentive Agreement with Humpty Dumpty SSM, Ltd. In <br /> connection with the redevelopment of Springtown Shopping Center which amends the <br /> agreement to, among other things, allow multifamily residential uses on the project <br /> site. <br /> 23. Resolution 2016-148R, approving a Public Transit System Interlocal Agreement <br /> between the City and the Capital Area Rural Transportation System; approving <br /> funding to carts under this agreement in the amount of $450,000.00; authorizing the <br /> City Manager or his designee to execute the agreement. <br /> 24. Resolution 2016-149R approving an Acquisition and Reimbursement Agreement <br /> between the City of San Marcos and Highpointe Trace, LLC for the Trace Public <br /> Improvement District (PID). <br /> 25. Resolution 2016-150R approving the Landowner Agreement and Notice of <br /> Special <br /> Assessments Agreement with Highpointe Trace, LLC for the Trace Public <br /> Improvement <br /> District (PID). <br /> 26. Appointment to fill two vacancies on the San Marcos Housing Authority Board. <br /> 27. Staff presentation and hold discussion regarding San Marcos Quiet Zones at <br /> Union Pacific crossings and pedestrian safety at said crossings. <br /> The Council received Staff briefings and held discussion regarding items on the <br /> agenda for October 18, 2016 Regular City Council Meeting,to wit Items (3-27). <br /> Item #4 Council provided direction to Staff to add notification of property <br /> owners within 100 ft or 200 ft of the permitted location, annual renewals and <br /> including an inspection, including categories of owner occupied, Type 1, Type 2 <br /> and multifamily and how these are defined, staff to propose a maximum <br /> percentage allowed of the types in a particular location or neighborhood, staff <br /> to include an appeals process similar to the Rental Registration process, the <br /> permit would require that the permit number be provided on any <br /> advertisements, Staff will summarize the lawsuit currently filed against the <br /> City of San Marcos Page 4 <br />
