A minimum of two openings having a total net area of not less than one <br />square inch for every square foot of enclosed area subject to flooding <br />must be provided; <br />ii. The bottom of all openings must be no higher than one foot above grade; <br />and <br />iii. Openings may be equipped with screens, louvers, valves, or other <br />coverings or devices provided they provide the required net area of the <br />openings and permit the automatic entry and exit of floodwaters. <br />b. Access to the enclosed area must be the minimum necessary to allow for <br />parking of vehicles (garage door) or limited storage of maintenance <br />equipment used in connection with the premises (standard exterior door) or <br />entry to the living area (stairway or elevator); and <br />c. The interior portion of the enclosed areas may not be partitioned, <br />temperature - controlled, or finished into separate rooms. <br />(5) fDesignation.j Until a regulatory floodway is designated, no new construction, <br />substantial improvements, or other development (including fill) shall be permitted <br />within zones A 1 -30 and AE on the FIRM, unless it is demonstrated that the <br />cumulative effect of the proposed development, when combined with all other <br />existing and anticipated development, will not increase the water surface elevation <br />of the base flood more than ene foot at any point within the community. <br />(6) (Adequate drainage.1 Within zones AH or AO, adequate drainage paths shall be <br />required around structures on slopes to guide floodwaters around and away from <br />proposed structures. <br />(7) Wet Flood <br />Lyoofing_ Small detached residential structures (garages, storage sheds) <br />may be exempt from the freeboard requirements if they are not used for human <br />habitation; designed to have low flood damage potential; firmly anchored and <br />placed on the building site in a way that presents minimum resistance to flood <br />flows; constructed with electrical and other services mounted above the flood <br />hazard elevation; and fitted with openings that allow the automatic entry and exit <br />of floodwater. For details refer to FEMA Technical Bulletin 7 -93. <br />(8) Dry Floodproofing. Non - residential structures may be exempt from the freeboard <br />requirements if they are constructed with flood- resistant material that protect to <br />2.0 feet above the base flood elevation. Flood resistant materials are building <br />products that can withstand direct and prolonged contact with floodwaters for at <br />least 72 hours, without resulting in damage other than what can be corrected <br />cosmetically. This option is not available to residential buildings, or mixed -use <br />
