Ordinance 2016-42, approving a service and assessment plan for the Trace Public <br /> Improvement District; making a finding of special benefit to the property in the district; <br /> levying special assessments against property within the district; establishing a lien on <br /> such property; approving an assessment roll for the district; providing for payment of <br /> the special assessments in accordance with chapter 372, Texas Local Government <br /> Code; providing for the method of assessment and the payment of the special <br /> assessments; providing for penalties and interest on delinquent assessments; <br /> providing for a severability clause; providing an effective date; and providing for <br /> related matters. <br /> 16. Ordinance 2016-43, amending the Official Zoning Map of the City by rezoning Lot <br /> 2, Block A, Uniprop Subdivision, located on the south side of Leah Avenue, <br /> approximately one-quarter mile west of Clovis Barker Road from "FD" Future <br /> Development District to "LI" Light Industrial District. <br /> 17. Resolution 2016-138R, supporting a proposed 320 unit multifamily development <br /> for affordable rental housing on the east side of Highway 123, Parcel No. R119273 in <br /> the City of San Marcos named San Marcos Camino Apartments. <br /> NON-CONSENT AGENDA <br /> 18. Resolution 2016-139R, approving an addendum to the Chapter 380 Economic <br /> Development Incentive Agreement with Humpty Dumpty SSM, Ltd. in connection with <br /> the redevelopment of the Springtown Shopping Center which amends the agreement <br /> to, among other things, allow multifamily residential uses and the operation of storage <br /> rental facilities on the project site; and declaring and effective date. <br /> 19. Appointment of the Community Improvements Taskforce. <br /> 20. Discussion to consider the creation of a council subcommittee to bring back <br /> options related to requiring Purpose Built Student Housing Developments to provide <br /> alternative housing options to lease holders if the development has not received a <br /> certificate of occupancy by the original agreed upon move-in date. <br /> The Council received Staff briefings and held discussion regarding items on the <br /> agenda for October 3, 2016 Regular City Council Meeting, to wit Items (3-20). <br /> Item #7 - Council was notified that this item had been pulled from the regular <br /> meeting agenda at the request of the applicant and will be placed on the <br /> October 18, 2016 agenda. <br /> Item#17- Staff will modify the language to include the incorporation of a <br /> public transit route, transit shelter, designated space for programming, such as <br /> an education center or other amenities into the Resolution.
