41 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, DECEMBER 1, 1997 PRESENT: Mayor Billy G. Moore Mayor Pro-Tern Ronald K. Taylor Fire Chief Dan O'Leary Director of Airport Jack Doughty Director of Planning and Developmental Services Ron Patterson Director of Public Works George Boeker Director of Parks and Recreation Rodney Cobb Director of WIC Eddie Ortega Director of MIS Ramona Brown Others Present: Kim Doherty, Collette Duran, Melissa Millecam, Mario Gutierrez, David Chiu, Virginia Witte, S.M.H.S. students, Vicki Fruit, Jerry Fruit, and others. Mayor Moore called the meeting to order at 7:30 p.m. Mayor Moore introduced the ten-minute citizen comment period. There were no speakers. Mayor Moore introduced for consideration removal from the table and approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 102.029 OF THE CITY CODE BY ADOPTING THE SECTOR TWO PLAN; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. Ms. Hughson stated her homestead adjoins the property most under controversy in Sector Two and removed herself from the Chambers. Mr. Hart moved for approval of the Ordinance on first reading and Mr. Mihalkanin seconded the motion. On roll call the following vote was recorded: AYE: Mihalkanin, Hart, Moore, Guerra, Cox, Hernandez. NAY: None. ABSTAIN: Hughson. Mayor Moore introduced for consideration the consent agenda including approval of the Minutes of the Special Meeting held November 24, 1997, approval of the Minutes of the Regular Meeting held November 24, 1997, approval of an Ordinance on third and final reading and adoption of three Resolutions, on consensus. Council removed items 5.C.(2) and 5.c.(3), adoption of Resolutions, to be considered separately. Mr. Hart moved for approval of the Minutes of the Special Meeting held November 24, 1997, approval of the Minutes of the Regular Meeting held November 24, 1997, adoption of the Ordinance on third and final reading and adoption of the one remaining Resolution, on consensus. Mr. Hernandez seconded the motion, which passed unanimously. The captions of the Ordinance and Resolution read as follows: * Mr. Guerra present at 7:40 p.m.
