<br />5 <br />Regular Meeting November 10, 1997 Page 4 <br />Ms. Hughson moved for adoption of the Resolution and Mr. Hart seconded the motion. Ms. <br />Hughson stated she wants to continue to receive reports on the programs of the Center. Mr. <br />Hernandez stated he did not feel the City Council should take this type of action. Mr. Guerra <br />stated he felt the City was being extremely generous. Mr. Gilley stated San Marcos has only <br />been an Entitlement City for a relatively short time and stated this has never happened before and <br />will not happen again. On roll call the following vote was recorded: <br />A YE: Hughson, Hart, Moore, Guerra, Cox. <br />NAY: Mihalkanin, Hernandez. <br />ABSTAIN: None. <br />Mayor Moore introduced a discussion regarding request for proposals for lease of the Old First <br />Christian Church. Mr. Guerra stated this is not a public hearing and Council agreed. Mayor <br />Moore stated anyone in the Community could respond to the RFP. Mr. Gilley stated the RFP has <br />been drafted and presented to the Council in the packet. Ms. Huffman stated the RFP is <br />comprised of three main components: 1) Outline Plan of Renovations including cost, time, and <br />improvements; 2) Description of proposed use; and 3) Lease price. Ms. Huffman stated the <br />deadline for receiving RFPs would be January 12, 1998, with recommendation to the Council on <br />February 9, 1998 agenda. Ms. Hughson stated she would like Council to receive copies of all <br />proposals received. Mr. Guerra asked if the tenants would have to meet Code requirements. Ms. <br />Huffman stated all Code compliances are listed as requirements in the RFP and parts of the <br />building could be utilized while under construction. Mr. Cox asked about the insurance <br />requirements. Ms. Huffman stated there would be different arrangements with difference lessees. <br />A Pre-RFP Conference is built in to clarify the process. The Council directed staff to proceed <br />with preparation and receiving of the RFPs. <br />Mayor Moore introduced a discussion regarding a proposal for City presentation at the <br />Experimental Aircraft Association Meeting, November 15, 1997, in Kerrville, Texas. Dr. Robert <br />Northcutt, Airport Commission, stated San Marcos was one of the top three Cities being <br />considered for this proposal along with Abilene and Galveston. He stated the meeting would be <br />held in Austin at the National Guard Armory at Robert Mueller Airport on Saturday at 12:30 <br />p.m. and would like to invite the community to attend and show their support. Ms. Hughson <br />asked about the funding for the shuttle service. Phil Neighbors stated there would be a $2,400 <br />shuttle service which would be paid for out of next year's budget. The Council wished Mr. <br />Northcutt good luck at the meeting. <br />Mayor Moore introduced the City Manager's Report. Mr. Gilley had no report at this meeting. <br />Mayor Moore introduced the City Attorney's Report. Mr. Taylor had no report at this meeting. <br />Mayor Moore introduced the City Council's Report. Ms. Hughson asked about the Veteran's <br />Memorial. Mr. Gilley stated staff is waiting on information from Richard Cruz. He stated Mr. <br />Cruz would like to have the ground breaking announcement and plan be approved by City <br />Council. Mr. Mihalkanin asked about the process of removing a sign once they have been <br />permitted to be displayed. Mr. Gilley stated there is no standard procedure and the incident with <br />the police banner was the first of this nature. He stated there was an error in issuing the permit in <br />the first place. Mr. Gilley stated banners that are allowed to cross public right-of-way are for <br />community information and he felt he made an administrative decision to remove the banner. <br />Mr. Gilley stated although he respected Mr. Mihalkanin's opinion, a legal opinion was not <br />needed to remove the banner. Mr. Hart asked if a policy should be put in place to prevent an <br />incident like this from occurring again or should the Ordinance be changed. Mr. Gilley stated he <br />felt the Ordinance was clear and the permit should have never been issued in the first place. Mr. <br />Taylor stated there are several changes in the sign ordinance that need to be reviewed. He stated <br />the Chamber was looking at other changes regarding marketing advertising. Ms. Hughson asked <br />what happens when errors occur. Mr. Gilley stated the City acknowledges the error and attempts <br />to correct it and bring it into compliance.
