100 <br />Regular Meeting September 22, 1997 Page 6 <br />Hart asked if there were any alternatives to the election, such as presenting the issue of Civil <br />Service to the voters. He asked if this could be an alternative to rescind Civil Service or <br />Collective Bargaining. Ms. Womack stated it was too late to make a timely submission to the <br />Justice Department; however, there could be alternatives. Mr. Hart stated he would like the <br />newspaper to help educate the public on the issue of collective bargaining. The Council then <br />voted unanimously for adoption of the Resolution. <br />Mayor Moore reintroduced Item 4.A. for consideration, an appointment to the Economic <br />Development Commission. Mr. Guerra moved to appoint Robert Mooney as the Neighborhood <br />Association Representative, which passed unanimously. <br />Mayor Moore reintroduced Item 4.E. for consideration, an appointment to the Convention and <br />Visitors Bureau. Mr. Guerra moved to appoint George Forrester as the Chamber of Commerce <br />Representative, which passed unanimously. <br />Mayor Moore introduced a discussion regarding the Healthy Communities Kickoff Initiative on <br />October 10, 1997, at St. John's Activity Center. Mayor Moore stated this was being sponsored <br />by the Hays-Caldwell Women's Shelter to support the issue of citizens against spouse abuse. <br />Mayor Moore stated this was a joint sponsorship between the City, County, SWT, SMCISD and <br />various other organizations. He stated there would be several speakers including Marla Johnson <br />of the Hays-Caldwell Women's Shelter. Mr. Guerra stated he would like to see the City be a co- <br />sponsor of the affair and contribute $500.00 to the event. The Council agreed. Mr. Gilley stated <br />he would take $500.00 from the Council Related Account for fiscal year <br />1997-1998. <br />Mayor Moore introduced the City Manager's Report. Mr. Gilley had no report at this meeting. <br />Mayor Moore introduced the City Attorney's Report. Mr. Taylor stated the Charter Review <br />Commission had met and discussed Section 3.0 1, Council Members. Mr. Taylor stated they <br />would like some feedback from the Council regarding two four-year term limits for the Mayor. It <br />was the consensus of the Council not to consider term limits. <br />Mayor Moore introduced the City Council's Report. 1) Mayor Moore stated he attended a <br />Community and Economic Development meeting in Myrtle Beach. He stated the Committee had <br />a unanimous consensus to study affordable housing programs, transportation, regional economic <br />units, welfare reform and education, electric deregulation and telecommunications and NLC <br />partnership with the community. 2) Mayor Moore stated he and Mr. Cox would be attending a <br />Summit of Mayors NAFTA meeting in Kansas City this week. 3) Ms. Hughson stated the money <br />she transferred from her travel account would allow all the Planning and Zoning Commissioners <br />to attend the APA meeting in Galveston to receive the Community of the Year award. 4) Mayor <br />Moore stated this would be the 4th APA awarded to the City of San Marcos since 1984. 5) Mr. <br />Guerra stated he would be attending the Texas Challenge Meeting with Governor George Bush <br />and Colonel Colin Powell. <br />Mr. Mihalkanin moved to adjourn the meeting at 9:17 p.m. and Ms. Hughson seconded the <br />motion, which passed unanimously. <br />?,&? 6VTNL <br />Billy G.
