100 Regular Meeting September 22, 1997 Page 6 Hart asked if there were any alternatives to the election, such as presenting the issue of Civil Service to the voters. He asked if this could be an alternative to rescind Civil Service or Collective Bargaining. Ms. Womack stated it was too late to make a timely submission to the Justice Department; however, there could be alternatives. Mr. Hart stated he would like the newspaper to help educate the public on the issue of collective bargaining. The Council then voted unanimously for adoption of the Resolution. Mayor Moore reintroduced Item 4.A. for consideration, an appointment to the Economic Development Commission. Mr. Guerra moved to appoint Robert Mooney as the Neighborhood Association Representative, which passed unanimously. Mayor Moore reintroduced Item 4.E. for consideration, an appointment to the Convention and Visitors Bureau. Mr. Guerra moved to appoint George Forrester as the Chamber of Commerce Representative, which passed unanimously. Mayor Moore introduced a discussion regarding the Healthy Communities Kickoff Initiative on October 10, 1997, at St. John's Activity Center. Mayor Moore stated this was being sponsored by the Hays-Caldwell Women's Shelter to support the issue of citizens against spouse abuse. Mayor Moore stated this was a joint sponsorship between the City, County, SWT, SMCISD and various other organizations. He stated there would be several speakers including Marla Johnson of the Hays-Caldwell Women's Shelter. Mr. Guerra stated he would like to see the City be a co- sponsor of the affair and contribute $500.00 to the event. The Council agreed. Mr. Gilley stated he would take $500.00 from the Council Related Account for fiscal year 1997-1998. Mayor Moore introduced the City Manager's Report. Mr. Gilley had no report at this meeting. Mayor Moore introduced the City Attorney's Report. Mr. Taylor stated the Charter Review Commission had met and discussed Section 3.0 1, Council Members. Mr. Taylor stated they would like some feedback from the Council regarding two four-year term limits for the Mayor. It was the consensus of the Council not to consider term limits. Mayor Moore introduced the City Council's Report. 1) Mayor Moore stated he attended a Community and Economic Development meeting in Myrtle Beach. He stated the Committee had a unanimous consensus to study affordable housing programs, transportation, regional economic units, welfare reform and education, electric deregulation and telecommunications and NLC partnership with the community. 2) Mayor Moore stated he and Mr. Cox would be attending a Summit of Mayors NAFTA meeting in Kansas City this week. 3) Ms. Hughson stated the money she transferred from her travel account would allow all the Planning and Zoning Commissioners to attend the APA meeting in Galveston to receive the Community of the Year award. 4) Mayor Moore stated this would be the 4th APA awarded to the City of San Marcos since 1984. 5) Mr. Guerra stated he would be attending the Texas Challenge Meeting with Governor George Bush and Colonel Colin Powell.
