52 Regular Meeting September 8, 1997 Page e 2 Mayor Moore introduced for consideration an appointment to the San Marcos Electric Utility Board. Mr. Cox moved to reappoint Dr. Betty Kissler, which passed unanimously. Mayor Moore introduced for consideration three appointments to the Human Services Advisory Board. Mayor Moore moved to reappoint Frances Perez and Nina Pryatel, which passed unanimously. Mayor Moore requested the final appointment be made at the next Council meeting. Mayor Moore introduced for consideration ten appointments to the Convention and Visitors Bureau. Mayor Moore moved to appoint Rick Hernandez and Jane Hughson as the Council Representatives, Mr. Mihalkanin moved to appoint Rob Robinson as the Downtown Representative, Ms. Hughson moved to appoint Shilpa Amin for the Hotel Industry and Linda Kelsey Jones for the Arts Community, Mr. Hart moved to appoint Susan Narvaiz for the Hispanic Chamber of Commerce, Mr. Guerra stated he would make his appointment at the next meeting, Mr. Cox moved to appoint Paul Mayhew for the Neighborhood Association and Mr. Hernandez moved to appoint Elizabeth Ferguson for the Hospitality Industry and Curtis Parkerson for the Heritage Association, which passed unanimously. Mayor Moore introduced for consideration an appointment to the Capital Area Housing Finance Corporation to replace Tess Norris. Mayor Moore moved to appoint Fred Markham, which passed unanimously. Mayor Moore introduced for consideration a public hearing and adoption of a Zoning Ordinance, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING A 0.29 ACRE TRACT OF PROPERTY LOCATED AT 509 MILL STREET FROM "M" SINGLE-FAMILY, DUPLEX AND NEIGHBORHOOD BUSINESS DISTRICT TO "MR" MOBILE HOME AND RESIDENTIAI, DISTRICT; INCLUDING PROCEDURAL PROVISIONS AND PROVIDING FOR PENALTIES. Mayor Moore opened the public hearing and asked if anyone wished to speak. Pamela Walker stated she is the applicant for the zoning change and would be placing a double wide mobile home on the property. She also stated there is currently a mobile home on the property next door. There were no other speakers so Mayor Moore closed the public hearing. Mr. Hernandez moved for adoption of the Zoning Ordinance and Mr. Mihalkanin seconded the motion, which passed unanimously. Mayor Moore introduced for consideration a public hearing and adoption of a Zoning Ordinance, the caption Which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING A ONE ACRE TRACT OF PROPERTY LOCATED AT 804 GRAVEL STREET FROM "R-1" SINGLE-FAMILY RESIDENTIAL DISTRICT (LOW DENSITY) TO "MR" MOBILE HOME AND RESIDENTIAL DISTRICT; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. Mayor Moore opened the public hearing and asked if anyone wished to speak. There were no speakers so Mayor Moore closed the public hearing. Mr. Guerra moved for adoption of the Zoning Ordinance and Mr. Hart seconded the motion. Mr. Cox stated this was mostly "R-1 " neighborhood with the exception of a mobile home across the street. He asked if this was to be rental property. Ms. Hughson stated the Planning and Zoning Commission was trying to phase out mobile rental in this area. Mr. Patterson stated when the applicant applied for the zoning change he stated he would be living in the mobile home; however, it is now his intention to rent the property. Mr. Hernandez moved to table the item until the next meeting so the staff can determine the applicants true intention and Mr. Cox seconded the motion. On roll call the following vote was recorded:
