51 <br />Regular Meeting January 27, 1997 Page 2 <br />Mr. Mihalkanin moved for approval of the ordinance on first reading <br />and Ms. Hughson seconded the motion. The Council requested <br />information be provided regarding enforcement. Mr. Gilley stated <br />enforcement is good and thinks we are aggressive in following up <br />delinquent fines and will provide information to the Council. The <br />Council voted unanimously for approval of the ordinance on first <br />reading. <br />Mr. Hernandez introduced for consideration approval of the minutes <br />of the Regular Meeting held January 21, 1997, approval of an <br />ordinance on second reading, adoption of seven Resolutions and <br />remove from the table and consider adoption of a Resolution on <br />consensus. The Council removed Items S.D., approval of ordinance on <br />second reading, 5.C.(1) and 5.C.(2), adoption of Resolutions, and <br />S.D., remove from table and adoption of Resolution, to be considered <br />separately. Mr. Hart moved for approval of the minutes of the <br />Regular Meeting held January 21, 1997 and adoption of the remaining <br />five Resolutions on consensus and Mr. Mihalkanin seconded the <br />motion, which passed unanimously (Ms. Hughson abstaining to Item <br />5.A., approval of minutes). The captions of the Resolutions read as <br />follows: <br />Adoption of Resolutions: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE TERMS AND CONDITIONS OF AMENDMENTS NO. 1 <br />AND NO. 4 TO THE LEASE OF AIRPORT PROPERTY BETWEEN SOUTHWEST <br />TEXAS AVIATION, INC. AND THE CITY; AUTHORIZING THE CITY MANAGER <br />TO EXECUTE THE AMENDMENTS; AND DECLARING AN EFFECTIVE DATE. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING AN INTERLOCAL AGREEMENT BETWEEN THE CITY AND <br />HAYS COUNTY FOR THE RECONSTRUCTION OF A PORTION OF SAN ANTONIO <br />STREET; AUTHORIZING THE CITY MANAGER TO EXECUTE THIS AGREEMENT <br />ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AGREEING TO MAKE A CONTRIBUTION TO THE EDWARDS AQUIFER <br />AUTHORITY 1997 PILOT IRRIGATION SUSPENSION PROGRAM; AND <br />DECLARING AN EFFECTIVE DATE. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE TERMS AND CONDITIONS OF A LETTER AGREEMENT <br />BETWEEN THE CITY AND COLORADO MATERIALS COMPANY, INC. TO EXTEND <br />THE TERM OF AN ANNUAL CONTRACT FOR THE PURCHASE OF ROAD <br />BUILDING MATERIALS; AUTHORIZING THE CITY MANAGER TO EXECUTE THE <br />AGREEMENT ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE <br />DATE. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AWARDING AN ANNUAL CONTRACT TO G & K SERVICES FOR <br />UNIFORM SERVICES; AUTHORIZING THE PURCHASING MANAGER TO EXECUTE <br />CONTRACT DOCUMENTS ON BEHALF OF THE CITY; AND DECLARING AN <br />EFFECTIVE DATE. <br />Mr. Hernandez introduced for consideration Item 5.B., removed from <br />the consent agenda, approval of an ordinance on second reading, the <br />ca-ption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING CHAPTER 1, GENERAL PROVISIONS BY ADOPTING AN <br />OFFICIAL CITY INSIGNIA; RESTRICTING USE OF THE INSIGNIA TO <br />OFFICIAL CITY PURPOSES; INCLUDING PROCEDURAL PROVISIONS; AND <br />PROVIDING FOR PENALTIES.
