<br /> - - -. 35 <br /> - ~ <br /> Regular lvfeeting January 21, 1997 Page 5 <br /> Mayor Moore introduced Item 8.A. that was postponed earlier in the meeting, a discussion <br /> regarding appointments and charge of the Blue Ribbon Bond Committee. The Council agreed to <br /> appoint 3 or 4 citizens each to the 1997 Blue Ribbon Bond Committee, who must reside in the <br /> city limits. Council directed staff to publish information in the paper for interested citizens <br /> wishing to serve on the Bond Committee. Mr. Gilley asked if the Council wanted the projects to <br /> go beyond streets and drainage. Ms. Hughson suggested looking at the Master Plàn then the <br />! Capital Improvement Projects to determine what is needed. Council directed staff to develop a <br /> charge for the Bond Committee to include a reasonable dollar amount and a plan of action to be <br />I presented to the Council at the first meeting in February. The Council will evaluate the ability to <br /> execute the plan once it is established. <br /> Mayor Moore introduced an Executive Session pursuant to Government Code, Section 551.071, <br /> to discuss pending litigation (Sierra Club vs. San Antonio; Jett vs. Liner); and matters where the <br /> City Attorney's ethical duty to the City clearly conflicts with Government Code Chapter 551 <br /> (Airport area development incentive proposals; TNRCC Bed and Banks Permit Application); and <br /> Section 551.074, to discuss duties of public employee (City Manager); and Section 551.071, to <br /> discuss matters where the City Attorney's ethical duty to the City clearly conflicts with <br /> Government Code, Chapter 551 (Edwards Aquifer Authority irrigation suspension program); and <br /> Section 551.072 and 551.073, to discuss the purchase of real property (Surface \Vater Treatment <br /> Plant). Mr. Hernandez moved to adjourn into Executive Session at 9:38 p.-m. and .Mr. Mihalkanin <br /> seconded the motion, which passed unanimously. <br /> :Mr. Hernandez moved to reconvene at 11 :30 p.m. and Mr. Mihalkanin seconded the motion, <br /> which passed unanimously. <br /> The meeting adjourned at 11 :36 p.m. on motion made by:Mr. Guerra and seconded by:Mr. <br /> Hernandez. <br />i ~~~ <br /> Billy G.
