7 Regular Meeting May 13, 1996- Page 7 consensus of the Council was to have a trial period beginning in July and review the meeting schedule again at the end of the summer. The Council directed i\'fr. Gilley to bring an amended Ordinance to the next Council meeting. Mayor Moore introduced the City Manager's Report. Mr. Gilley stated the waterline portion of the Sunset Acres Project was 71 % complete. He stated the water mains had been placed and only minor clean-up needed to be done. He also stated the wastewater was 30% complete and the streets were underway. He expected the project to be complete by mid August. j\¡1r. Gilley '- informed the Council the budget workshops were to begin in mid July and he would be contacting them regarding certain dates. Mayor Moore introduced the City Attorney's Report. Mr. Taylor had no report. Mayor Moore introduced the City Council's Report. Ms. Hughson stated there was a vacancy from Hays County on the Edwards Aquifer Authority Board and the agency is seeking interested volunteers. Mayor tvfoore introduced an Executive Session pursuant to the Government Code, Section 551.071, to discuss pending litigation (Sierra Club vs. Babbitt) Kencon vs. City of San Marcos; Tamez vs. City of San Marcos), contemplated litigation (McCarty Ranch Snbdivision; \Vestover drainage), and matters where the City Attorney's ethical duty to the City clearly conflicts with Government Code Chapter 551 (Westover infilI development proposal; Southside Senior Citizen project); and Section 551.074, to discuss appointment of a public officer (Edwards Aquifer Authority Board) and duties of public officer (Mayor). Mr. Guerra moved the Council adjourn at 9:45 p.m. and Mr. Hernandez seconded the motion, which passed unanimously. :tvIr. Hernandez moved the Council reconvene at 11: 16 p.m. and Ñfr.
