Mr. <br />Gilley stated the presumption Staff is using to move forward is the <br />preferred site of 621. Mr. Hart stated this is not Mr. Gilley's <br />preferred site, but rather is based on the results of the HDR study. <br />Mr. Guerra stated he is not enthused about the 621 location and is <br />not in favor of withdrawal of water from the San Marcos River. - ----- <br />Messrs. Hart and Cox stated they think 621 is a good site. Ms. ¡ <br />Hughson asked when Council has to decide the location, and Mr. ¡ <br /> ¡ <br />Gilley stated as soon as possible. The engineers need to know the ! <br /> t <br />plant site before construction begins. GBRA knows where we are <br />heading with this project, and it is their understanding this is the <br />preferred site. Mr. Hernandez stated we need to proceed with the <br />621 location. Mr. Mihalkanin stated he is concerned for the river <br />and as conce~ned as anyone regarding the costs and agreed to the <br />postponement of the wastewater. He stated he has worked in good <br />faith towards the direction of the Council and with Staff and hopes <br />Mr. Gilley does not take his comments as a direct affront to his <br />professionalism. On roll call the following vote was recorded: <br /> AYE: Hughson, Hart, Moore, Guerra, Cox, Hernandez. <br /> NAY: Mihalkanin. ~ <br />ABSTAIN: None. <br />Mayor Moore introduced for consideration Item 6.F. removed from the <br />consensus agenda, approval of a loan application from X-Squeeze Me! <br />Juice, Inc. from CDBG entitlement funds allocated for economic <br />development purposes, and direction to Staff to negotiate loan <br />documents for City Council approval. Mr. Guerra moved for approval <br />and Ms. Hughson seconded the motion. Mr. Guerra asked how the City ¡ <br />will recoup if there is a default on the loan, and Mr. Gilley <br />advised there is a potential we would not recoup. Mr. Gilley stated ¡ <br />if the Council approves the loan application, the City can have the -- <br />business and the individuals personally responsible for the loan. <br />Dr. Jorgenson advised the Council they will provide a healthy <br />product to retail outlets for a low cost and provide jobs. Mr. <br />Gilley advised funding for this application would be through a CDBG <br />allocation from two years ago for purposes of this nature. The loan <br />request for this project is for the full amount available of <br />$40,000.00. Mr. Gilley stated if the Council gives direct~on, a <br />contract will then need to be negotiated. If the loan is paid back <br />to the City, there will be funding available for others to apply. <br />The Council voted unanimously for approval of the loan application <br />and the contract to be negotiated. <br />Mayor Moore introduced a discussion regarding the charge for the <br />Mayor's Blue Ribbon Committee for Tourism Development. Jim Kimmel <br />advised three years ago SWT graduate students started working on a <br />project to increase the potential of tourism development in San <br />Marcos. Last year a meeting was held to start a plan and in <br />November two more meetings were held involving business leaders. <br />The group charged a task group to prepare a vision. They developed <br />a statement what San Marcos might be as a starting place. The <br />vision was to be a plan where we are going and the daily actions to <br />move towards that vision. The vision was to be a start for a long ¡ <br /> ! <br />range plan. The group set out in November very consciously to . <br />support CVB, EDC and other organizations involved in tourism. Their ! <br /> - <br />purpose was to conduct sales activities to keep motels filled. The <br />task force appointed is to work on the long range plan vision, nSan <br />Marcos, the natural crossroads of Texasn. They want to create <br />ambience tourism, San Marcos, an exciting place to be. A survey <br />conducted by Texas Highways Magazine with 7200 completed forms <br />determined tourists' number one preference is shopping and secondly, <br />to do nothing, hang out. San Marcos has tremendous potential and <br />will require cooperation and teamwork to be accomplished. Mr. <br />Kimmel stated we must all work on this together or should focus on <br />some other form of economic development. To accomplish our goals, <br />we need to have a division of labor and look ahead for product <br />research and development. Mr. Mihalkanin stated the task force <br />
